CITY COUNCILMEETING
September 8, 1976
The regula~ meeting of the City Council was called to order at 7:32 PM by
Mayor Pickett, who presided. The meeting was held on Wednesday due to
Monday being a holiday, Labor D~y.
Roll was called. Those present were Councilman Swift, Doane, Coots and
Garretson. Councilman Reiman, Dean and Meacham were not present. City
Attorney and Clerk-Treasurer were present also. Councilman Meacham arrived
at 7:40 P,M.
Councilman Doane gave the invocation. Mayor Pickett led the pledge of
allegiance.
Councilman Swift moved to dispense with the reading of the minutes of the
last meeting and approve them as received, Councilman Coots seconded it and
it passed unanimously.
TRAN~'ERFUNDS ORDINANCE: Mayor Pickett read proposed Ordinance #B-97, trans-
ferring funds within the General, Mayor, Bldg. Comm., Police, Fire and MVH
budgets which were introduced at the last meeting. Councilman Coots moved for
adoption of proposed ordinance, Councilm=u Doane seconded it. Motion passed
4 - 1. Councilman Swift voting nay.
ZONING ORDINANCE ~Z-14~: Mayor Pickett read proposed Ordinance ~Z-149, an
ordinance amending Ordinance ~Z-11, by deletion of section 17, whibh was
introduced at the last meeting. Councilman Garretson moved for adoption of
proposed Ordinance ~9Z-149, Councilman Moacham seconded it and it passed
unanimously.
COMMUNITY BEAUTIFICATION: Councilman Garretson moved to add an item to the
agenda, Councilman Coots seconded it and it passed unanimously. Councilman
Garretson stated it had occurred to him how stark the Keystone Area looks and
it is the heart of our City. He suggested possibly developing the median with
shrubbery amd trees. Councilman Garretson suggested to the Mayor our desires
be made known to the State Highway Commission to see what could be done in
applying for federal funds. Mayor Pickett stated he would do so. Councilman
Garretson also suggested the City exert leadership on restoring downtown Carmel
by possibly contacting the school of architecture at Ball State and get them
interested~in Carmel to see what could be done in terms of preserving and
restoring the downtown area. Mayor Pickett stated he had talked to some people
at the State Planning A~ency in regard to City Hall beautification and perhaps
this could be incorporated along with that.
W,:,:~ PATCH: Councilman Doane asked who was responsible for maintainim~ the
little island by Ben's Island on highway 31. Bhe stated there was ~ weed
patch that interferred with traffic sight. Mayor Pickett stated that was a
state highway right-of-way. Councilman Swift stated that it had been mowed.
CABLE TV: Councilman Garretson asked if the Mayor had had any contact with the
Cable TV people. Mayor stated he would be meeting with them within the next
week andar~y councilmembers desiring to attend would be welcome to do so.

EASEMENT R~.T~ASE: Councilm~u Doane asked when the easement release mentioned
in the Board of P~blic Works minutes would be presented to the Council. Mr. Kern
stated it would be prepared for the next meeting.
ACREAGE ~'H:H.'S: Councilman Ga~retson asked about the acreage fee ordinance.
Mr. Kern stated they had been running into a great m~m~v technical details. Mayer
Pickett stated a meeting had been held with the developer group this afternoon
~ud if the ordinance was enacted without goiD~ ±n~o more detail on it the City
would ~mmediately be slapped with a restraining order. Councilman G~rretson stated
acreage fees a~re almost a black and white issue whereby whatever we decide on is
not meant to favor one group or another but merely based on very expensive research
the City has gone to. Mr. Kern stated it was possible the developers Oould come up
with some discriminations in it. Mayor Pickett stated he would get in contact with
the P~blic Service Commission and discuss some of the details with them.
DONATION TO FIRE DEPT: Mayor Pickett stated a boat, motor and tra~ler, valued :at
appro~dmately $2,000.00 had been donated to the Fire Department by John Kirk.
Councilman G~rretson moved the Clerk-~reasurer prepare a letter of thanks expressing
the gratitude of the Council and Mayor to Mr, Kirk for this donation and his interest
in the community. Councilman Doane seconded it and it passed unanimously. Mayor
Pickett s.tated he thought the City should come up with some kind of a public service
award to give people who do meritorious service for the community.
There being no further business the meetiD~ was ~djourned at 8:10 PM
