HomeMy WebLinkAboutCCM-08-04-77 Special Meeting M~I~uTES OF THE SPECIAL cOUNCIL MEETING August 4~ 1977 The special meetiD~ of the City Council was called to order at 7:35 PM by Mayor Pickett, who presided. All Council members except Councilwoman Reiman and Councilman G~rretson were present. Councilman C-arretson arrived at 7:45 PM. MeetiD~was held in the Mayor's Office. Several policemen were present, Fire Chief and two of the new Police Commissioners. Purpose of the meeting was to authorize publication of the 1978 budget. Councilman Swift moved to increase the 0ourt budget $500 by inserting compensa- tion for the Clerk-Treasurer as Court Clerk, Councilman Dean seconded it and it passed unanimously. Councilman Coots moved to add $3,630 to the Board of Public Works budget under services contractual for use of the Noblesville Dog Pound. Councilman Meachzm seconded it and it passed unanimously. Councilman Garretson moved to add $500 to the promotion of City fund making the total in that account $1,000 for contribution to the historical society for renovation of the old Monon depot. Councilwoman Doane seconded it and it passed unanimously. Fire Chief Swails was present and passed out letter with attachments and recommended that longevity be re-instated since the ruliD~ on a first class fireman was now clarified. Councilman G~rretson moved that the budget amount for salaries be reflected to allow for the starting salary for probationary police and firemen be $10,000 and that the base salary for police and firemen at the second year level be $11,900 and that longevity be added at $100 per year of service and that police and fire dispatcher's salary be $8,300.00 plus longevity, Councilman Coots seconded it and it passed unanimously. Fire Chief Swails stated he didn't feel there was enough difference in the salary of the Chief and the Assistant Chief when you considered the Chief had 20 years longevity. Councilman G~rretson stated he felt this was something the police commissioners should look into and also the beginning salary of a probationary officer and the difference in pay of a secretary-dispatcher and just dispatcher. Councilman Garretson moved to approve the budgets as submitted and amended this evening and authorize publication, Councilman Meacham seconded it and it passed unanimously. Councilman Garretson moved to hold an executive session to discuss the investigative committee approved at last meeting, immediately following adjournment, Councilman Coots seconded it and it passed unanimously. There being no further business, the meeting was adjourned at 9:02 PM. Approved: · Clerk-Treasurer
