BOARD ,0F PD-BLIC WORKS MEETING
July 12, 1977
The regular meeting of the Board of Public Works was called to order at 3:05 PM
by M~yor Pickett, who presided. City E~ineer was present. City Attorney was
not present.
Mr. Nohl moved to dispense with the reading of the minutes of the last regular
meeting and approve them as received, M~yor Pickett seconded it and it passed
unanimously.
ENCROACHMENT ON DRAINAGE EAS~tENT: Mr. Hohl moved to approve encroachment of
house on drainage easement located at Lot 35 in Woodlands subdivision Section
3 Carmel, M~yor Pickett seconded it and it passed unanimously. Approval attached
to minutes.
BID OPENING: STORM SEWERS AND PAV~2~ENT: AD-MAN ADDITION: Bids were opened by
M~yor Pickett and read by City Engineer for storm sewers and pavement - Auman
Addition as follows:

BID OPENING: WATER MAIN AEN FITTINGS: Bids were opened for water main and
fittings as attached to minutes. Mr. Hohl moved to accept the bid from Sidener
subject to verification of arithmatic and obtaining unit prices, Mayor Pickett
seconded it and it passed unanimously.
DUMP TRUCK AND BODY BID: Mr. Hohl stated, inasmuch as only one bid h~d been
received at last meeti~ for the dump truck, he wondered if we could re-advertise.
Mayor Pickett to check with attorney and m~ke a decision Friday subject to
Council approval.
PAINT QUOTES: Mr. Hohl stated he had received quotes from ~we~ paint companies
on street stripi~ paint and glass beads as follows:

Mr. Hohl moved to purchase paint from Ries Equipment Co. and glass beads from
M~jor Hardware aud in event we couldn't purchase from Major H~rdware, we purchase
beads from Perfection Paint, Mayor Pickett seconded it and it passed unanimously.

PROGRESS PAYMENT MILLION GALLON ST0~ TANK: UtiIities M~n~ger presented claim
for payment to Evans Construction Co. for $55,516.93, Progress payment #l for
million gallon water storage facility. Mr. Nohl asked why it was not presented
in the manner other claims are. Mr. Dougherty stated he didn't know. Mayor
Pickett advised him to run the claim through proper channels.
~MMET BANDY POLE SIGN: Mr. Nohl moved to permit the ~mmet Bandy pOle sig~ to
be located within the unused right-of-way on 5th Street subject to removal if
City determines to use right-of-way, Mayor Pickett seconded it and it passed
~uuanimously.
HIGH SCHOOL ADDITION: HOOK-UP CHARGE AND METER DEPOSIT: Mr. Hohl stated the
Carmel School System has built an addition to the high school. He stated the
City has never had a good rapport with the school when it came to paying sewer
and water fees. Mr. Anderson contends that the addition is only providi~
more facilities and providing more opportunities. Mr. Hohl stated he did not
really believe that. He felt the enrollment has increased, therefore, accordio~
to the defi~nition in our sewer and water ordinance they pay connection charges
based on water useage and his basic feeli~ is we should compare water useage
this last yea~ with their useage after they use their new facility and any
increase should be charged in connection charges. He stated we a~e faced with
a necessity, almost, of constructing a major water main to serve the school.
He stated he merely wanted to m~ke it a matter of record, at this time, that
we have collected no fees from the school from that addition.
DECISION ON NORTH SEWER PLANT: Utilities Manager stated he felt we should be
ma~ing a decision on what to do about the violation we had been notified of
at the north sewer plant. There is a possibility that it might require a
$200,000.00 expenditure to bring it to EPA standards and it will be phased out
when the Regional Sewer goes in. Mayor Pickett stated he had sent a letter to
Mr. Heft and brought the situation up but has not received a reply. Mr. Dougherty
suggested sending the sewer study to them to get it on record. Mayor Pickett
stated he was not receptive to spending more money on the plant when it is being
phased out. He would try to have a decision at the Friday meeting.
WOODLAND COUNTRY CLUB - SEWER H00K-ON: Mayor Pickett read letter from Woodland
Country Club representative statio~ they were contemplati~ the abandonment
of its sewage treatment plant if appropriate arrangements with the sewer system
of the City of Carmel could be arranged. Mr. Hohl had a suggestion of connecting
to the system at the ItW corner of Woodland Trace Apartments by constructing a
p~mping station at the Woodland site and extendi~ a force main from there to
the Carmel sewer. Pumping into the system would be only t~-ro~h off peak periods.
Mayor Pickett stated the first thing he would want to ask is, since our Keystone
Interceptor is overloaded, how can we put more into it. Mr. Hohl stated he and
Steve Uhrick of Clyde E. Williams had done some checking into it and felt there
might be a possibility. Utilities Manager stated he h~d received a call from the
County Neath officer and had been informed they were going to have to shut them
down. Mayor Pickett stated he was going to have to be convinced that it would
not overload that Keystone Interceptor because everytime we have something back
up in a basement out there, he gets calls from irate citizens. Mr. Hohl stated
he would convey to them we have an open mind about it and would be willi~ to
discuss it.
Mr. Hohl moved to approve claims ~2808 thr~#31~ totali~ $315,739.56 , Mayor
Pickett seconded it and it passed nnanimously.
