BOARD OF PUBLIC wORKS MEETING
July 15, 1977
The special meeting of the Board of P~blic Works was called to order at 3:02 PM
by Mmyor pickett, who presided. City E~ineer was present. City Attorney
was not present.
pARKING AT UTiLTTYBUILDINq: City E,~°ineer stat6d there is a parking problem
at the Utility Building and the fire station. Sometimes the drive going in
is extremely tight because of all the parked cars.on both sides. One of the
fireman parked a truck with a ladder sticki~ out, and a street department
dump truck pulled in there today and he failed to notice the ladder sticking
out and bent the ladder, causi~over a humdred dollars worth of damage. They
would like the insurance turned into the City's insurance carrier. Mr. Hohl
stated he took the position, and told them so, that if someone didn't h~ve
enough sense to leave ladders stickiD~ out across a driveway, shouldn't get
paid for any dan~ge, but said he would briD~ it to the Board of Works and if
they decided to turn it in, fine. M~yor Pickett stated it would be turned
into the insurance compmuy, that is what we have insurance for. He also stated
he would go over and review the parkiD~problem to see what could be done.
CUltB CUT 0NNAIN STREET: Mmrshall Andich appeared before the Board and stated
he had purchased Dr. G~-~dis building which is the building just to the north
of the Carmel Theater. Dr. Gerdis' sister still owns the theatre so some point
in time it could be sold and there is a problem with access goi~ to the
building. What he was requestingwas to put a drive way from M~in Street next
to where Mr. Thomas lives back to the other buildiD~ on Ra~eline. He was
requesting a curb cut. Mr. Hohl moved to permit the curb cut requested by
Mr. Andich onE asr M~in Street, adjacent to the west side of the Carmel Real
Estate office ~ud the cut be adjacent to the drive and for Mr. Andich to check
with the City Engineer'S office on his plans, Mmyor Pickett seconded it and it
passed unanimously.
DUMP TRUCK BID: Mayor Pickett stated he had not talked with the City Attorney
~tisi~ this item. Mr. Hohl suggested geiD~ ahead with the
acceptance of the bid. Mayor Pickett suggested to Mr. Hohl that he get the
Co~ucil's approval Monday night smd finalize the order Thursday.
BID AWARD: AUMAN ADDITION: Mr. Hohl moved to accept the low bid of Fred E.
Marding Paving Co received at the July 12th meeti~ for storm sewers and
pavement in the Auman addition mud to accept their alterr~te bid of $62,070.63,
Mayor Pickett seconded it and it passed unanimously.
pLUMMERSBOND: Clerk-Treasurer stated she could not find an amount in any
~ 'f i an amount for a plummets bond. A lady had come into
ordinances spec~ y ng
her office and wanted to put a cash bond up in lieu of a so_rety bond and
inquired as to the amount that would be required. Mrs. Smith stated thmt bonds
had always come from the engineer's office for $1,000.00. When she looked
through the ordinances, she found a clause which stated a cash or surety bond
should be posted with the City but no amo~uut was stated. Mr. Hohl stated he
felt the Board of Public Works could request any amount. Clerk-Treasurer suggested
something in writing to show people who come in. Mayor Pickett requested the City
Engineer research the matter and bring back a recon~nendatlon.
DICK FI8~R: BMTAM LANE SUB-DIVISION: Mr. Hohl stated he would like to get
~t on record that it was determined ~o extend water service to Mr. Fisher,

Bria~ Lane sub-division. It has been indicated to Mr. Fisher that he will get
his water at approximately 900 feet north of 106th Street on Haverstick Ro~d
and extend that to his sub-division. We will not sign an agreement with
Indianapolis Water to include this project. Historically, the Town Board
made a decision at one brief point in time that they were goi~ to purchase
certain water facilities going to Indi~uapolis Water. At that particular
time, there was some water main on Haverstick Road that Schutz & Thompson
proposed to construct all the way down to 106th Street. His office allowed
a deletion of that portion of line because it would be red~ud~nt. Also, we
entered into a temporazy agreement with Indianapolis Water for temporary
service to Bris~r Creek sub-division. One of the provisions of that agreement
was that Thompson wouldn't get a~yrefunds from the Water Co. for puttio~ the
mains in. Another provision was we had no means to collect any availability
f~nds from that ~round because .it was served by Zndian~polis. The monies
collected off the ground go to pay for over sizingm~ins, etc., and he has
proposed that the City make up the difference. The City would pay that portion
of the cost of the 12" main extension south that would be equivalent to
approximately 963 feet of main that was left out on Haverstick. Estimated
cost $13.00/foot or $12,~19.00, and that we also pay the portion of cost
that would have been the availability money that would have been collected
from Briar Creek, a total of 81.3~6 acres @ $~ per thousand square feet or
$17,717.00 for a total of $30,236.00. The total cost of extending the main
to the Fishers property would be in the vicinity of $50,000.00. This leaves
Fisher in the vicinity of $20,000.00 he would bare eligible for re-imbarsement.
It is necessary to obtain easement fTom the Hensel's. There is a problem with
a drainage ditch. They will want somewhere around $1,500.00 for the easement.
There being no further business, the meeti~was adjourned at 3:~0 PM.
