CITY COUNCIL SPECIAL MEETING
July 27, 1977
The special meeting of the City Council was called to order at 7:35 PM by
Mayor Pickett, who presided. All members and Clerk-Treasurer were present.
City Attorney was not present.
Meeti~was called for the purpose of passin~ salary ordinance for City
employees, excludin~ fire and police.
Mayor Pickett read a portion of the proposed ordinance. Councilman Garretson
moved to dispense with the reading of the proposed ordinance inasmuch as all
members had copies, Councilman Maacham seconded it and it passed unanimously.
Councilman Garretson moved to amend the proposed ordinance by changing the
source of funds for the ASmiuistrative Assistant to the Mayor from Federal
to 1/3 General, 1/3 Water, and 1/3 Sewer. Councilwoman Reiman seconded it.
Councilman Garretson stated his reason for the change was because he felt the
federal funds carried too many restrictions on who you could hire. Councilman
Dean moved to amend the ordinance by striking the position. Councilwoman Reiman
seconded it. Councilwoman Reiman stated she felt the Mayor should get an
increase in salary rather than more help. Councilman Garretson stated more
money would not relieve the number of hours the Mayor put in. The vote was
called for on Councilman Dean's motion to amend by striking the position and
it failed 7-0. All Council members voti~ n~y. Vote was called for on
Councilman Garretson's motion to amend by cha~i~ the source of funds and
it failed 6-1. All Council members except Councilman Garretson voting nay.
Councilman Garretson mowed to suspend the rules amd act on the ordinance tonight,
Councilman Meacham seconded it and it passed unanimously. Councilman Meacham
moved for adoption of proposed ordinance, Councilwoman Doane seconded it.
Councilman Coots moved to amend the proposed ordinance by inserting under Plan
Commission a maximum of $3,500.00 for the secretary and $200.00 per month plus
$40.00 per hour, maximum $5,000.00 for the Attorney, Councilman Garretson
seconded it and it passed 6~1. Councilman Dean voti~nay.
RESOLUTION~l-72777: Councilman Garretson read proposed resolution#l-72777
recognizing the desirability of openness in its deliberations, and its decision-
makiD~ processes and endorsing the new "Sunshine Law" effective September l, 1977.
Councilman Garretson then moved for adoption of proposed resolution, Councilman
Dean seconded it and it passed unanimously.
RESOLUTION~2-72777: Councilman Coots stated he would like to introduce a
resolution to be acted upon at Monday night's meeting. He then read proposed
resolution as follows:
Whereas certain differences ~mong ~n8 between police departments in various
cities in the state of Indiana have occurredinthe recent past, and
Whereas the Common Council of the City of Carmel has an express interest
in the payment and work conditions of its police force as well as all
other City employees amd
Whereas certain practices and policy regarding administration of the Carmel
Police Department have been discussed by the Council in preparation of the
budget, that the Carmel Council resolves to select a committee from its
members to conduct hearings pursuant to Indiana Code 18-1-4-2.

Councilwoman Reimn~ seconded the introduction. Councilman Coots stated he
believed the procedure to go about handling this investigative committee
would be for the Council to nominate the entire Council or certain
members interested in volunteering or otherwise and nominate a chairman
with subpoena power pursuant to this statue to call before it at public
hearings and investigate those conditions that have been brought to light.
There being no further business, the meeti~ was adjourned at 8:20 PM.
