The regular meeti~ of the Board of Public Works was called to order at
3:10 p.m. by Mayor Pickett, who presided. All members and Clerk- Treasurer
were present.
Mr. Kern moved to dispense with the reading of the minutes of the last
regular meeting and approve them as received, Mayor Pickett seconded it and
it passed unanimously.
PROCEDURE ~OR OBTAINING RECORD OF PROPERTY .O~ER.: ~yor Pickett read memo
from Clerk-Treasurer requesting the Board of PubliC Works initiate the procedure
of req~fring the billing clerks to ask the person contracting for water and
sewer service if they own or rent the property which w~t he served by the utility.
If they rent, the clerks should then request the name and address of the owner
and enter it on the work order. Mr. Kern moved the procedure be adopted as
suggested, effective immediately, Mr. Hohl seconded it and it passed unanimoumly.
PURDUE UNIVERSITY-LYN~W. OOD FAR~. AGHEEMENT: Mr. Kern stated the agreement p~pared
by Purdue's attorney is in conformity with a previous agreement entered into by
letter with the exception that #8 of that agreement provides that Carmel agrees
to provide water to the above real estate (Lyrm~ood Farms) at a cost no g~ater
than $5.00 for each 1000 square~..feet. That is agreeable, except that in letters,
this was limited to 100 acres, therefore he stated he would move that the contract
between the City of Carmel and the Trustees of Purdue University concerning the
L2~ood Farms be approved at this meeting subject only to having this contract
be conformed to our previous agreements, that is limited to 100 acres and that
it does not co~cern in an~ way the com~ect~on or tap fee, it coucerus only the
acreage fee. Mr. Hohl seconded it and it passed unanimously. Agreement was st~ed.
FOMPING EQBIPMENT~LAYNE NORTHERN: Mayor Pickett read letter addressed to Steve
b~.~=ick from"'Layns-Northern stating they had se~t the approved drawings for pu~oing
equipment for the ~ity of Carmel to their pump factory in Memphis, Tennessee for
production. Layns-Northern is the sub-contractor to Evans Construction Co. for
supplying the three high service pu~s for the ~977 Water ~cpansion Project.
They face a penalty after August lOth, if La2ne-Nortl~A-~ is not able to supply
the pumps to them. The factory is currently holding their order for ~he pumps
until they give them the definite go-ahead. If they gave them the go-ahead today,
the factory estimates shipping date on the three high service pumps to be the
last of August, and in reality, the middle or last part of September before the
contractor would have the p~s installed. Since the pumps are needed before
tkis, they are requesting the City allow them to use the cast iron enamelled shells
for th~s project. Because of the smoother surface of the cast iron enamelled
shells, they can increase the efficiency on the 5-stage high service pum~s fro~
82% to 84%. They w~w_ld not be able to increase the efficiency on the well pump
si~e it is only a 2-stage bowl. They would also give a five-year guarantee
on-the ~ast iron enamelled shells over the present 1-year guarantee on the
ni-resist shells on both the ~high service pu~os and the one well pump for using
cast iron enamelled bowl construction. Utilities Manager stated there is a
possibfllty that we could have similar caused problems in the well that we had
at the High School Wells and there are several thouSand dollars of repairs
necessary there. Mr. Hohl stated the contractor ref~ed to do any work until
the contract was signed and he had talked with Mr. Uhrtck yesterday and was
told it Would be three weeks before the contracts could be simued. Cl~rk-Tre_a$.
stated the bonds would he delivered in a week and the co~rac~'d-c$uld-Se smg~e~
then. Nayor Pickett suggested tabling this matter until more details could be
worked out. M~. ROhl moved to table this it=m, M~. Kern seconded it and it
passed unanimously.
Q..F~ICE EQU!P~T: UTTT.ITIES: Ut!!fties Manager and City Engineer recommended
purchasing two calculators: one for $152.55 and one for $206.10. Mayor Pickett
stated he would rather deal lscaIly and suggested buying from Haber. Mr. Kern
moved to allow the purchases as presented, Mr. BOhl seconded it and it passed
S~T DESIG~ APPROVALS: Mr. J. R. Nicely appeared before the Board to obtain
appreval for location and constructiom details for Medical Drive. Mr. ROhl
m~ved to approve the location and comstruction details as presented for Medical
Drive but nct necessarily does this bind the Board to accept dedication, Mr.
Kern secomded it and it passed unanimously. Mr. Nicely also requested approval
for Esyst~ne Way. Mr. Hohl moved the Board concur with the design of Keystone
Way with the exception that the parking spaces be restricted to ~,~l~yse parking
or removed, and the corner be radius with Burger Chef and the City encurs ne
~iab~l~ty to accept dedication by thi~ approval, Mr. Kern seconded it and it
passed unanimously. Mr. Hohl requested some clarification on what constitutes
acceptance of a dedication of a street.
PURCHASE OF D~P TRUCK: Mr. Eohl stated he had budgeted $10,000.00 for purchase
of a new dump tr~ck and suow plow. Three or four thousand do21ars would be
re~,*~ed to ceme from each ut~31ty, and he w~uld ~ to advertise for bide.
Mr. Kern moved to advertise for bids ~for'a dump track subject to dhecking with
the Council. Mr. Hohl seconded it ~nd it p~ssed unanimeusly~. Mr. Hohl sta~ed
he had also budgeted $1,300.00, one-tkird the cost of a pick-up track to re-
place a present one. Mayor Pickett stated he would l~ke some more discussion
on this item before autheriz~g purchase.
STONE..~EDGE .E..$TATES; REQUEST FOR WATER AND S~WER SERVIa: Mayor Pickett read -
letter from James W. Oberea requesting approval of water and sewer for Stone-
hedge Estates IV Section, 56 lots on the scuth side of 146th street just west
of St. Road 31 .- Mr. Kern stated he felt we were not in a position yet to give
additional heck-ons to the north sewer plant in view of our obligations we are
involved ~in cu~£~ractually. Mr. Ke~n then moved they b~ advised that the Board
of Public Works is not now in a position and probably ~1~ net he in a position
for a short term foreseeable future to give them an answer. Mr. N~hl seconded
it and it passed unanimously. Mr. Hohl then moved to approve connections of
the 56 lots t~the Carmel Water system subject to the developer prQvidtng the
necessary off-site oversizing or extensions to cor~ect with fature water main
extension proposed by another developer at such time as th~se mains are constructed.
~r. Kern seconded it and it passed unanimously.
There being no further ~business, the meeting was adjourned at 4:50 p.m.
