HomeMy WebLinkAboutCCM-11-06-78 MINUTES OF THE CITY cOUNCIL MEETING November 6, 1978 The regular meeting of the City Council was called to order at 7:30 PM by M~yor Pickett, who presided. All members except Stanley Meacham were present. Clerk-Treasurer and City Attorney were present also. Councilwoman Doane g~ve the invocation. M~yor Pickett led the pledge of allegiance. Councilman Horvath moved to approve the minutes of the last meeting and the executive session, Councilwomand Doane seconded it and it passed unanimously. OLD BUSINESS: AGENDA ITEM #1: REPORT.FROM STAIt-DING COMMITTEE CHAIRMEN: Councilman G~rretson stated progress was being made on our potential land ac~luisiti°ns' Councilman Garretson stated he had been asked when they were going to take up not re-draw precinct boundaries the re-districting. It is his understanding we ?an them into ~ wards. His but only take the present 13 precincts and organzze committee will try to do that and bring it back to the full Council in as balanced a way as they can. Councilman Garretson asked the Council if they would like for his committee to review and recommend proposed salaries for elected officials for the next four years. Council ~o-reed his committee should review that item. Councilman Swift stated the budget committee met October 30th and discussed the $~0,000 cut from the budget. Committee agreed to use the $40,000 City's share of refund from social security to increase the cash balance to meet the needs of the 1979 general budget and reduce the 1979 MVHbudget by $10,000 which has been proposed for a street sweeper payment. Money to be transferred within the 1978 budget for the payment. Councilman Swift moved the money be used in the ms~ner recommended by the Committee, Councilwoman Doane seconded it and it passed unanimously. Councilman Swift stated the budget committee had reviewed the clothing allowance for policemen and firemen and recommended the ordinance for $~00.00 per person Ordinance #I)-18~ increasing the clothing be adopted. Mayor Pickett re~d proposed $400 to $~00 effective Jauu~ry l, 1979. allowance for Policemen and Fzremen ~rom Councilman Horvath moved to adopt proposed ordinance, Councilman Swift seconded it. Councilman Garretson moved to suspend the rules, Councilman Coots seconded it and it passed unanimously. Motion to adopt passed unanimously. Councilman Swift stated the committee also reviewed with the Fire Chief the observance of City holidays for firemen and he suggested a schedule to follow to allow the firemen to observe these days. M~yor Pickett read letter from Fire Chief Swails which outlined his schedule for the firemen. Mayor Pickett reported that the Board of Works had agreed to the recommendation ef the Fire 0hief to allow the firemen to live within a five mile radius of the City. Clerk-Treasurer stated she had checked into using revenue sharing funds for the Esmilton County Senior Citizen~ and had determined a contract would be needed. Public heari~ for the appropriation was advertised for the November 20th meeting. Councilman Swift moved to authorize the City to enter into a contract with Hamilton County Senior Citizens, Councilman Garretson seconded it and it passed unanimously. Page 2 STREETS: Mayor ~ . Hohl stated the legals were not prepared yet on these ~e~tions but would be ready at the next meeting. AGENDA IT~ #3: TRANS~'~:R FUNDS 0RDINANC~,: Mayor Pickett read proposed Ordinance ~B-133 transferri~ funds within the Police and Plan Commission budgets. Councilman Garretson moved to approve the ordinance, CounciIman Horvath seconded it. Councilman Swift moved to suspend the rules, Cotuucilwoman Reiman seconded it ~ud it passed unanimously. Motion to adopt passed unanimously. Councilman Coots asked the status of the disability insur~ce for policemen. Police Chief Barney stated the social security representative had informed them their coverage was good until April, 1979. He would fix up some specifications for proposals for insurance coverage. Councilman G~rretson moved the Council direct the Clerk-Treaaurer prepare a resolution wishing the Carmel football team good luck in the Regional Playoffs, Councilwoman Reiman seconded it and it passed unanimously.
