October 10, 1978
The meeting of the Board of Public Works was called to order at 3:07 PM bY
Mayor Pickett, who presided. All members were present.
Mr. Hohl moved to approve the minutes of the last meetiD~, Mr. Kern seconded
it and it passed unsr~mously.
BR00~MW~i~E VTTJ~GE SEC.II - SIGNING OF PLAT: Mr. Ed Nickell appeared before the
Board to request signing of plat for Brookuhire Village Sec II. Mr. Hohl moved
to approve plat, Mr. Kern seconded it and it passed unanimously.
CEWA - NORTH pLANT RENOVATION - PLANS AND SPECIFICATIONS: Upon the recommendation
of Utilities Manager, Mr. Hohl moved the letter of services dated September ~, 1978
from Clyde E. Williams & Associates amd attached to minutes, be accepted amd
amended to include investigati~ the structural integrity of a tank which has a
split seam amd necessary repairs and further that the consultants be requested to
attempt to expedite the work so that the winterizing may be completed by about
December 15, 1978, Mr. Hohl seconded it and it passed unanimously.
SURVEY BR00~T~E WA~ pLANT FOR SEWER FAS~NTS: Upon the recommendation of
Utilities Manager, Mr. Kern moved to approve a ~vey being done at the Brookshire
Water Plant to obtain easements for the Brookshire Interceptor which runs about
the length of the golf course. Easements have never been obtained and Mr. Dougherty
stated the golf course nay change hands and no longer be owned by Mr. Hughey.
Mr. Hohl seconded it and it passed unanimously.
DISCUSSION OF HIGH DRIVE EXTENSION: Mr. A1 Oak and Mr. George Sweet were present
to request permission to leave the street in the proposed Cricket Kuoll sub-
division as a cul-de-sac. Some discussion had been held in the past as to extending
the road to High Drive and High Drive serving as a through street. Fire Chief
Swails was present and stated as a safety factor he would have to recommend
through streets. Mr. Jim Canull was present and stated the residents preferred
cul-de-sacs for the safety of their children from through traffic. Mayor Pickett
read memo from Building Commissioner Technical Advisory Committee stating 131st
Street would be better to serve the area due to existing pavement width and
curvature of High Drive. Due to an increased flow of traffic, curvature and street
width of the existing High Drive, Police Chief G~ry Barney believes it would
create an additional traffic hazard to continue High Drive through to 131st Street.
City E~ineer felt due to narrow width of HighDrive, he did not recommend extending
it on through. Mr. Hohl moved to approve the configuration of streets
presented on p~ovisional plat which allows cul-de-sac, Mr. Kern seconded it and
it passed unanimously.
MOPdEAN CHURCH YOUTH GROUP PROJECT: A representative of the Morman Church,
Mrs. Reynolds, was present to reqaest permission for their youth group to paint
house numbers on curbs in Brookshire, October 14, 1978. Group will ask resident
if they want their number painted, if so, they will paint it and charge $4.00.
Proceeds to go to underprivileged children abroad. Mr. Hohl moved to approve
project, Mr. Kern seconded it and it passed unanimously.

DRAINAGE BITCH - L~W~,EHORE DRIVE EAST: Mr. Max Hodson appea~ed before the
Board to follow-up on request for something to be done about the Blue Woods
Creek drainage ditch problem discussed at previous meetings. Mr. Hodson read
letter from state statio~ approval was granted with the conditions no felled
trees, brush or other debris be left and some permanent protection be done to
prevent erosion. Mr. Hodson stated the developer should have placed rip-rap
as designated on the original plan. Mr. Kan Thompson, the developer, was
present and stated he was not going to fix it. Mayor Pickett stated he didn't
feel it was the City's responsibility. A discussion was held as to liability.
Mr. Kern stated he felt it was more of a liability for the builder. Noddecision
was reached and Mr. Hodson stated he would try to get the matter settled in court.
GROUND STORAGE TANK PUMP ~ PROBLEMS: Utilities Manager, Jim Dougherty, stated
there was a vibration problem with one of the three pumps for the ground storage
tank. L~yne Northern stated they were not goio~ to do anything about it because
they had it tested and it was per specification. Mayor Pickett stated he did not
feel it was the City's responsibility and would take it up with Mr. Zinsmeister
when he meets with him Mond~y.
TRAFFIC SURVEY: Mayor Pickett ~tated it was possible to get a traffic survey
made of the traffic situation in Carmel at no cost to Carmel other than afl in-kind
contribution of input from some of our personnel. He read letter from Research
and Planning Associates submittin~ a proposal for a development of a comprehensive
City traffic study and City traffic ordinances. Proposal would be contingent
upon submission, approval and funding of a highway safety project grant from the
State of Indiana Department of Traffic Safety. Basic elements of the study would
be to (1) review traffic problems; (2) prepare traffic ordinance, (3) study
Emergency M~dical Services; (4~ investigate possible ~unding sources; (5) eost
is $36,000.00. City share - $12,000.00 of in-kind services. Mr. Kern moved to
encourage them to proceed, Mr. Hohl seconded it and it passed unanimously.
CLAIMS: Mr. Kern moved to approve claims numbered #4333- #4780 totalin~ $450,1~5.91,
Mr. Hohl seconded it and it passed unanimously.
SOUTH SEWER PLANT LETTER OF ACCEPTANCE: Mr. Hohl read proposed letter to be directed
to State Board of Health or EPA as follows: "This letter is prepared pursuant to
your request for formal accDptance for 2 MGD expansion of our 96th Street plant.
Tests were conducted on May 23rd and 24th with the presence of State Board Officials
and it was determined that the plant would properly treat sewage at a 3 MGD rate c
of flow. Reference the June 12, 1978 letter from Mr. 0ral H. Herr in which they
confirmed their tests showed it would treat the 3 MGD.
We are also satisfied that the plant will hydrologically pass flows from 3 MGD to
6 MGD flow rates. Therefore we are of the opinion that the plant meets the design
specifications and full fills the contractual obligations of all parties."
Mr. Kern moved to approve letter and have it siEned by all members of Board of
Public Works, Mr. Hohl seconded it and it passed unanimously.
RANGELINE ROAD FEE APPRAISAl,S: Mr. Hohl presented a contract for services to do
the appraisals and negogiations for right-Of-way on l%angeline Road,f~m McGillem &
Associates. There are 76 parcels involved. Fifty-five are included in the contract.
Fee will be approximately $85,000.00. Clerk-Treasurer asked if any other firms
were contacted for a proposal. Mr. Hohl stated he didn't know if there were auy
other firm~who did this. Mayor Pickett stated it would be reviewed further before
acceptance.
