All other Council members were present except Councilman Meacham. Clerk-Treasurer was pres~Ut. City Attorney was not present. CoanmilwomanDoane gave the invocation. Councilwoman Reiman led the pledge of allegiance. Councilman Garretson moved to approve the minutes of the last regular meeting, Councilman Swift seconded it and it passed unanimously. All of Ironwood Drive, High Drive from 126th St to CaFmel Drive, Green St. from ll6th to Brian Place, RolliD~ Springs Drive from Carmel Drive to Lakeshore Drive West, Brian place, Lakeshore Drive East to Naverstick and all of Somerset Way East and all of Somerset South and all of Auman Drive East and all of Auman Drive West. Councilman Garretson stated the Mayor, Police Chief and City Engineer propose to enter into an agreement with a consultant for a more thorough study of Carmel's traffic flow. Clerk-Treasurer stated the budget hearing was tomorrow and suggested the budget committee meet before next Council meeting to determine what needs to be cut from the 1979 budget. AGENDA ITEM ~2: SECOND ~A~TNG - ORDINANCE ~D-18~ ESTABLISMTNG sPEED LIMIT BR00KSHIRE pARKWAY: Councilman Garretson moved to amend the ordinance introduced at a previous Council meeting to comply with the committee report earlier, Councilman Swift seconded. Councilman Garretson moved to table this item until the November 6th meeting so the City AttorneY could d~gft the amendments into the ordinance, Councilwoman Doane seconded it and it passed unanimously. NEW BUSINESS,: met with the Mayor alo~4~ with Councilwoman Doane s~a~ee a zew u~= ~ the Chairman of the Board of the Senior Citizens Services,Inc. and the Executive Director and discussed contributing revenue sharing funds to help fund this of the Board reviewed with the organization. Reverend Richard Nolan, Chairman services it offered and passed Council the purpose of the orge~ization and the out a handout on the organization. Mr. Bruce Zimmerman, Executive Director, explained their transportation, homemaker and office services~for the senior citizens. They requested $2,000 in Carmel City Revenue Sha~ing Funds to help provide the local matching funds needed for their grant fo~ the second year of · stated he felt the township should share in this o=~. Councilman Coots moved for adoption, Councilman Garretson seconded it. Co~mcilman Garretson moved to suspend the ruIes, Councilman Swift seconded it and it passed unanimously. Motion to adopt passed unanimously. Councilman Garretson moved to suspend the rules, Councilman Horvath seconded it and it passed unanimously. Motion to adopt passed unanimously. AGENDA IT~I#~: ANNEXATION 0FAPPROVED SUBDIVISIONS _ POTENTIAL TAX Councilman Swift ~tated those sub-divisions that have now clea~ed the Plan Commission probably should be annexed before the houses begin to appear so that they can go on the tax rolls immediately and suggested to Mr. Hohl, City Engineer, that he obtain the necessary legal descriptions to enable the City Attorney to prepare annexation ordinances for Brookshire Lakes and Wood Cree~ by the next Council meetingNovember 6th. Langston's addition on Gray Road can wait inasmuch as it is not adjacent to the present City. _ADDED IT~IS: TREES IN RIGHT-OF-WAY: Councilman Coots stated he had received a call from residents who had received letters from the City Engineer which told them to remo~e the trees they had planted in the Briar Creek area between the sidewalk and curb. The residents asked if the Council would consider amending the present ordinance which prevents planting of trees between sidewalks and streets. City Engineer stated there was a proposed ordinance in the proposed re-codification ordinance book which deals with this subject and suggested reviewing that further. EDC APPOINTMENT: Councilman Garretson suggested the Council consider at their ~a replacement for Jeanne Clifton, Economic Developnuant Commission member, who has moved from the community. RANGELINEANDUS ~l INTR. Ms~CTiON: Councilman Swift suggested the Council put them- selves on record with the State Highway Commission for some kind of signal at the intersection of Ra~geline and US 31 in light of the recent fatality there. Police Chief Barney stated he would send a letter to them tomorrow suggesti~ a survey and some action. Clerk-Treasurer stated she understood from talkiD~with representative of the State Highway Commission that they were alrea'dy in the process of having a survey done there but they had no official letter from the City on file and without a letter they were not obli~ted to send the City a copy of the study. Council suggested the Clerk-Treasurer communicate with the Mayor recommendin~a letter from him be sent conveying the Council's concern. ~CDONALDS AND NOBLE ROMAN'S: Councilman Garretson suggested the Clerk-Treasurer place on the Nov. 6th agenda the request for a report from the City Attorney on the status of the McDonald's entrance problem discussed at previous meetings. Councilwoman Reiman suggested placing on the Nov. 6thm~enda a report from the attorney on putting up something better than barrels in the Noble Roman's entrance. FIRE DEPARTMENT PAID HOLTBAYS: Fire Chief Swails was present and stated it had been suggested the firemen get the same hol£days off that other City employees have off but he didn't see how he could allow that due to manpower shortage. Councilman Swift moved the Council place themselves on record that every full-time City employee be entitled to the same established holidays each year. Councilwoman Doane seconded it. Councilman G~rretson stated the Council should have a ~a~e 3 o/z /78 recommendation from the M~yor and the Board of Public Works on this problem and how it should be resolved and moved to table the resolution until Nov. 6th, to allow time for a recommendation from them, Councilman Coots seconded it and it passed unanimously.
