All members and Clerk-Treasurer were present. City Attorney was not present. Councilwoman Doane gave the invocation. M~yor Pickett led the pledge of AGE~DA I. TEM ~2: EXPENSE.. Councilman Meacham moved to approve o~dinance as read, Councilman Rorvath seconded it. Councilman Coots moved to suspend the rules, Councilman Swift seconded it and it passed unanimously. Motion to adopt passed unanimously. ~TJP WITH C~~MEL-CLAY EMB: Mayor Pickett read proposed reso±u~ion requesting' The County Council to app'ropriate $29,981'~3 towards the expense of maintaznmng the Carmel Fire Department's Emergency Medical Service for the year of 1979. Councilman Ga~retson moved for adoption, Councilman Horvath seconded it and it passed unanimously. Mayor Pickett stated his recommendation wotLld be to ge with the 7% for city employeeS, however the police salary came in from the Commissioners at ll% and he felt they all should be equal. Clerk-Treasurer stated~she h~d added all the proposed completed budgets that h~d been given to her this afternoon using the ll% salary for police and fire and the total budget exceeded the projected income by approxlm~tely $55,000.00 and suggested there be a discussion of placing priorities and perhaps tsking out some of the items proposed to mee$ the revenue. Councilman Swift stated he felt there are some items in the budget that could be taken out, such as paying for the new fire truck from Revenue Sharing and perhaps allowing three new patrolmen instead of four. Also, using some of 1978 MVH funds for a street sweeper ~ budgeting for employees who a~e paid from CETA. Councilman Ga~retson asked if Mayor Pickett had any recommendation on granting longevity to the police and fire chief as recommended by Fire Chief Swails. Mayor Pickett stated he didn't at this time but felt it should be reviewed this year along with the entire executive branch. Mayor Pickett stated longevity was a fringe benefit that had to be acted on by the Police Commission and the Board of Works. Councilman Garretson suggested having the m~tter taken up by the Public Policy Committee chaired by Councilman Ga~retson. Clerk-Treasurer stated the two proposed ordinances for regular city employees were not across the board 7°% and 10% increases. Mayor Pickett stated many of them were more due to up-gradi~ of the pesitions. Utilities Manager stated many of the amounts listed were merely put in as a maximum amount the position could mske - allowing for promotions. Most salaries in his department would start out less than was listed in the ordins~ce. Councilm~u Swift stated he understood that a latitude had been built in to allow a department head at his discretion to increase the employees salary and the ordinance merely put a lid on the amount to be paid for that position. Page 2 Councilwoman Doane stated she felt everyone in the City gOvernment has an equally important part in the structure but there are some jobs which are emergency things and felt the police and firemen should have a little higher increase than perhaps the secretary oS office worker, but we can't put everythi~ into salaries. We do have to have money to operate the City gOVSlTl~ent. Counci]m~n Swift stated he would suggest allowing the fire department to be paid for the seven holidays observed by the police and other employees and if an ordinance is required he would suggest it be brou~j~t before the Council. He also suggested following through on obtainin4~an insurance program for the police to replace the social security. He also suggested the residency requirement for the firemen to reside in Clay To~rnship should be relaxed te a radiUS situation. Councilman Swift moved for adoption of Ordinance ~D-171 for regular city employees, setting a maximum of generally 10% increase, Coucilwoman Re~m~u seconded it. Councilman Garretson moved to suspend the rules, Councilwoman Doane seconded it and it passed unanimously. Mr. Dave Gauker, Carmel sewer plant manager, asked why increases for city employees was not as much as fire and police. Councilman Ga~retson stated the Council w~s not talking about an across the board increase of 10%, but increases that could ral~e up to 17%or more. Motion to adopt passed unanimously. Councilman Swift moved to adopt Ordinance #D-172 in~reasingFire and Police base salary ll%, Councilman Meacham seconded it. Councilman Garretson moved to suspend the rules, Councilwoman Reiman seconded it and it passed unanimoUSly. Motion to adopt passed unanimously. Mr. Fred Ellis, fireman, stated the 11% raise made no-one happy, inasmuch as it was not as much as was a~ked for; however, i£ other~benefits were allowed, as Councilman Swift suggested earlier it would help make their job easier. He a~o stated he hoped the clothing allowance would be increased from Shoo to $6oo. Police Chief, Gary Barney, complimented the men on his force. Police Commissioner, John Morris, introduced one of the newest commissioners, Mr. Murky, There being no further business the meeting was adjourned at 9:07 PM.
