BOARD OF PUBLIC WORKS
June l~, 1978
The meeti~ of the Board of Public Works was called to order at 3 PM by Mayor
Pickett who presided. Mr. Hohl was present. Mr. Kern arrived at 3:12 PM.
Mr. Hohl moved to approve the minutes of the last meeting, Mayor Pickett seconded
it ~nd it passed unanimously.
CURB ~ 2~1 SOUTH: RANGELINE R0~D: Mr. Marshall Andich of Carmel Real Estate
appea~ed before the Board to request p~rmission for a cttrb cut for property he
has purchased at 2~1 S. Rangeline. Lot is 66' wide and 100' deep. Mr. Hohl
moved that the Board of Works approve a drive-way cut location for that property
subject to the final plot plan for whatever use the property is put to has an
acceptable design for a drive-way which does~not create undue hazards for
pedestrians and vehicles. Plan will be subject to City Engineer's approval,
Mr. Kern seconded it and it passed unanimously.
W00~FIELDACRES - SIGNING OF PLAT: Mr. Stanley Neal of Weihe Engineers appeared
before the Board and stated the plat for Woodfield Acres has been approved by
the Plan Commission and is bei~ served by City sewers and City water and the
next stop is to have the Board of Works sign the plat. Mr. Hohl moved to approve
plat for Woodfield Acres Section I subject to receipt of the letter of agreement
of the developer and N~milton County and the City for necessary up-gradi~ of
Gray Road and that we won't sign the plat until we receive the letter, Mr. Kern~'~
seconded it and it passed unanimously.
COOL CRw~ NORTH SECTIONS 1~ AND 16 - SIGAUiNG OF PLAT: Mr. Hohl moved to approve
the plat for Cool Creek North Sectiorsl5 and 16, Mr. Kern seconded it and it
passed unanimously.
TREE CARE: Mr. Hohl passed out a brochure regarding tree care from Bowden Tree
Service. He suggested reviewi~ it and maki~ a desision at next meeting on
whether or not the Board would desire to pursue it.
SUMMER SPRINELING RATE: Mr. Dougherty suggested amending the ordinance authorizing
summer sprinkling rates to average ~t2ae uustomers water bill over a five month
period from December through April rather than a three month period of January,
February and March due to the estimating that is done in the bad winter months.
Mr. Kern moved the Board recommend to the Council the ordinance be amended to
average the bills over the five month period as recommended, Mr. Hohl seconded
it and it passed unanimously.
Mr. Dougherty also suggested the ordinance be amended from statiD~ the usage for
the months of July, August and September be changed to the following dates due
%o billing procedures:
From June 15, 1978 through September 15~978:
01d Town NE, Harrowgate, Cool Creek Estates, Brookshire, 01d Town NW,
Cool Creek North, Eden Estates, Eden Pa~k, & Brookshire North.
From June 25, 1978 through September 25, 1978:
01d Town SW, Inngate, Willson Village, Old Town SE, Concord Village,
Carmel Village, Mohawk Rills, Carmeltown Condominiums, Briar Creek,
Cool Creek North-Sec. 9 and up, and Johnson Acresio
From July 6, 1978 through October 3, 1978:
Woodland Springs, Eden Forest, Eden Glen, Mohawk Place, Woodland Trace Apts.
Woodland Green, Auman, Keystone Woods, Woodland Sprin~s Mauor Apts,
The Woodlands, & Hunter's Glen Apts.

Mr. Hohl suggested changing the recommended dates of the first group to July 15
through October 15 due to the water tower being out of use when it is bei~
painted and that group would be a heavy user. Mr. Kern moved to recommend changi~
the first group to July 15th tb_ru October 15th because the water tower is to be out
of use for 21 days, Mr. Hohl seconded it and it passed unanimously.
REQUEST TO DIG U? SEWER LINE ANDABANDON IT - 106th STREET ANDBLUEWOODS CR,:,:K.:
Mr. Neal from Weihe Engineers stated Dick Fisher had bought some property which
lies west of Blue Woods Creek on the south side of 106th Street. Another
gentleman owns the ground on the other side of the Creek whose name is David Carter.
They are both proposing sub-divisions. They are up for public hearing on re-zone
and preliminary plat at the next Plan Commission meeting. In their plat, we a~e
workiD~ them both together. There is a gravel excavation on the Carter ~round.
It is in the cor~er of 106th & Gray. They are going to extend the ground excavation
up Blue Woods Creek within about 100' of 106th Street. Thereby, needing some
fill m~terial for the lots on both sides. That is the area where the old Keystone
Interceptor went'down to the lift station that is about ~ mile north of 96th St.
then to the south plant. Mr. Hohl stated the sewer had been re-located over to
main pumping station. The only way it is usable would be to re-activate that lift
station and re-connect the force mains. Mayor Pickett stated he would like to
talk about this with our consulting engineer, Clyde E. Williams & Associates.
INDIANAPOLIS WATER COMPANY: Mayor Pickett stated we had informed the Indianapolis
Water Co. that we would give them an answer by July I on what the City w~uted to
do with Briar Creek and Briar Lane. Since that time, in the survey Clyde E. Williams
had made on increasiD~ the capacity of our water system, three alternatives were
proposed. He felt we are committed to going ahead and building amother treatment
plant based on zealite softening. He has put this on the Council agenda for them
to decide Monday night.
WRITE OFF BAD WATER ECCOUNTS: Upon the recommendation of Clerk-Treasurer, Mr. Kern
moved to write off old water and sewer accounts totalin~ $147.48 due to properties
being sold therefore making them uncollectable, Mr. Hohl seconded it and it passed
unanimously.
VIOLATION ON TI~E PLANTING BETWm~N SIDEWALK AND CURB-BRIAR CB,:,:Ki SUBDIVISION: Upon
the recommendation of Mr. Hohl, Mr. Kern moved the residents in Briar Creek sub-
division that have plan~ed trees in vi~lation of City ordinance which prohibits
the planting of trees between sidewalk and curb be advised to dig up the trees
by the 15th of November or the City will remove the trees and dispose of them,
Mr. Hohl seconded it and it passed unanimously.
CLAIMS: Mr. Kern moved to approve claims numbering 2200 thru 2817 totaling
~81.~8, Mr. Hohl seconded it and it passed unanimously.
MOHA~KHILLS AGREEMENT: Mr. Kern moved to accept agreement submitted by new
owners of Mohawk Hills Apartment Complex reaffirmiD~ a certain licensing agreement
dated October 22, 1969 allowing City services to enter the complex. New agreement
also includes entire area, Mr. Hohl seconded it and it passed unanimously.
BOND RET~ASES: Mr. Hohl moved to release the follmwim~ bonds:

RANGELINE ROAD PROJECT: Mr. Hohl stated Clyde E. Williams estimated project
cost of proposed Rangeline Road project to total $1,765,000.00 local share
to be 30% of this would total $529.500.00. Some engineering has already been
paid. We should have some $205,000.00 from Local Road and Street Funds and
he would like some guidance on where to plan to get the rest of it. M~yor
Pickett stated that would be a Council decision.
There being no further business the meeting was adjourned at 4:45 PM.
