HomeMy WebLinkAboutBPW-05-23-78 MINUTES OF THE BOARD OF PL~BLIC WORKS May 23, 1978 The meeting was called to order at 3:15 PM byMr. Kern, who presided until M~yor Pickett arrived at 4 PM. Mr. Hohl was present also. Mr. Kern moved t.o~T~pprove the minutes of the last regular meeting, Mr. Hohl seconded it and it pa'ssed unanimously. BID AWARD - AUMAN~DDITION: Mr. Paul Green of Weihe Engineers was present and recommended we accept the low bid of Asphalt Surfacim~ for storm sewer con- struction and ~treet reconstruction for Newark Village Addition Phase V. Mr. Hohl moved to accept the low bid of Asphalt Surfacing with the following provisions: Item ~l: We will reduce the quantity of Item #8 (12" CMpipe) from estimated quantity of 1274 lft to 996 lft which is a correction to the quantities which went in to the bids. That will result in a decrease in the planned quantity of $2,972.60. Bid was put out in estimated qu~ntitites. Item~2: Invoking our reserve right under the article which we reserved the right to m~d~e any changes in the specifications of plans deemed necessary, he would recommend deleting the Item #16 - 2.1 acres of seed and fertilizer at $2,200.00 from the contract. It is our intent to go out and hire a sub- contractor to do the work. He is confident we can do it for about $1,500.00. This results in a net price of the contract as $60,598.85, original price $67,773.25, Mr- Kern seconded it and it passed unanimously. ROAD BLOCK - LUMBERYARD MALL: Mr. Kern read letter from Steven Weaver requesting permission to close the street in front of the Mall, starting at the corner of 1st Street SWand let Ave. SW, extending to 2nd Ave SW for their grand openi~ festivities June 10, 1978, Saturday, 8 AM thru 9:00 PM. And also permission to fire muskets using black powder. Mr. Kern moved to grant the requests, Mr. Hohl seconded it and it passed unanimously. WATER SERVICE .HUNTER C~:~:Ki: Mr. Hohl read letter from Schutz & Thompson as attached to minutes. Mr. Hohl stated there is a problem. The City has already determined the areas, at least a preliminarybasis, the allocations of areas to each of the segments of the m~ster plan water mains for the purpose of assessing the cost of those mains ~gainst individual properties as these people connect to the mains. The end result of it is the areas tend to be fairly consistent in size and they also all work out based on an estimate of the mains, of about $200 an acre. We are almost right back where we were when we started. In the case of the segment of main we are looking at in Thompson's case, it does include most of the area in the northwest corner of our service area as set by our City ordinance. Included in that area is about 50 acres of g~ound e~ned by P~lphWilfong, so that 50 acres translates to about $20,000.00. That ground should be connected to the system and re-imbursed,to Thompson, who put in the main. There are rumors around that Mr. Wilfong has no intent of connecting to that main. Mr. Kern stated he could find nothi~ in Burns law that would prevent Mr. Wilfon~from going ahead and setti~up his own water system up there. Mr. Hohl moved to request our City Attorney to consult with the Public Service Commission from the point of view that it is Carmel's desire that this area be served by Carmel and determine if there is any method that we can force that desire, Mr. Kern seconded it and it passed unanimously. Mr. Hohl asked the City Attorney to also inquire of the Public Service Commission the necessary procedures to establish a rail crossing at Gradle Drive. Page ADVERTISE FOR PUBLIC HEARING - SEWER ltEHABILITATION: Mr. Hohl stated Steve Uhrick of Clyde E. Williams has asked that we advertise for a public hearing for the rehabilitation project which will try to reduce the storm water inflow into the system and also includes the by-pass lift station. This project will hopefully stop the basement flooding in Woodland Spri~s. Mr. Hohl moved we advertise for a public heari~ but the rates discussed at that hearing be only the rates associated with the project that we are holdi~ the hearing on which is .01¢ per 1,000 gallons, Mr. Kern seconded it and it passed unanimously. Time was set for 21st day of June at 7 PM. STREET SW~;~;FER: Mr. Hohl stated the City's street sweeper was in very bad condition and he had looked into a new one, which runs around $33,000.00. It could be purchased on a lease-purchase arrangement. He does not have the money in the budget. Mayor Pickett suggested more details be obtained amd discuss it at a later date.
