OCTOBER 24, 1979
The meeting of the Board of Public Works was called to order at 3:05 p~m. by M~yor
Pickett, who presided. Mr. Hohl and Clerk-Treasurer were present also.
Mr. Hohl moved to approve the minutes of the last regula~ meeting, N~yor Pickett
seconded it and it passed unanimously.
Mohawk CrossinK Lift Station: This item was tabled.
Computer Billim~ Companies: Utilities Mar~ger, Jim Dougherty, reviewed proposals
for Utility billing from the following firms:
Indian~ Cities Water Corporation
Indianapolis Water Company
Mr. Jim Smith representing Command, Inc., the firm presently used by the City, was
present and reviewed a proposal from them regarding improved methods by their Company
to give better service. It was agreed that the Board and Utilities Mar~ger would
discuss this further with the Companies on an individual basis.
South Plant Di~estor#2: - CleaniD~: At the recommendation of Utilities Manager,
Mr. Hohl moved that Mr. Dougherty be authorized to proceed with the cleaning of the
digestor and that he determine the condition of the new digestor as soon after that
is completed as possible. M~yor Pickett seconded it and it passed unanimously.
South Plant Grit Handling Equipment: Tabled.
Approval of Claims: Mr. Hohl moved to approve four claims totaling $14,140.00 for
Rangeline Road Right-of-way acquisition, M~yor Pickett seconded it and it passed
u_na~mously.
Parkin~ Lot Quotes: Mr. Hohl presented two quotes for paviD~ of parkiD~ lot as
follows:
Hamilton County Asphalt, Inc., ........ $4,565.00
G,,C &A- 4,200.00
Mr. Hohl moved to accept the G C & A quote, Mayor Pickett seconded it and it passed
unanimously.
Right-of-Way Acquisitions: Mr. Hohl moved to authorize the recommended administrative
settlement for Parcel 56 for Rangeline Road Project, Mayor Pickett seconded it and
it passed unanimously.
Mr. Hohl moved that concerning Parcel 51, administrative negotiations up to a total
price of $6,500.00 be permitted and McGilliam & Associates be so advised. Mayor
Pickett seconded it and it passed unanimously.
Mr. Hohl stated for the record, the basic scheme of an administrative negogiated
price is the historic record of settlements by the Hsmil'%on CoUntY Courts when they
h~ve found for the owner and that generally runs about 17~%. That gives you a
rule of thumb of about what your ms.vimum you can expect to pay over yot~r appraisal.
There is a direct cost to the City of about $1,500.00. If the court awards in favor
of the complaiz~ntand awardsthem any greater judgment than the original appraisal,
then you are ~esponsible for all their costs up to a maxinmm of $2,500.00.
