MINUTES OF
CITY COUNCIL MEETING
AUGUST 27, 1979
The meeting of the City Council was called to order at 7:30
p.m. by Mayor Pickett, who presided. All members and Clerk-~reasurer
were present.
Purpose of the meeting was to pass the 1980 budget.
Mayor Pickett opened the advertised public hearing.
Councilman Coots asked how the budget stood on expenses vs.
revenue.
Clerk-Treasurer stated proposed budget was approximately
$313,000.00 over what the state low allows us to raise.
Councilman Coots asked the status of the appeal to allow us to
raise the excess.
Mayor Pickett stated he had checked with the State Board of Tax
Commissioners and was told we had until October 1st to file the
appeal. Appeal should be based on annexations and possible a paramedic
service.
Councilman Garretson ask ed where the money would come out if
the appeal was not granted.
Councilman Swift stated one item we did not have resolved yet
was financing or type of paramedic program we are going to end up
with. Should Riverview take it over, that would reduce th e fire
department budget considerably. He stated he had talked with the
Clerk-Treasurer who agreed that it was not necessary to reduce the
budget at this time, it could be done at a later date when all
factors are in.
Councilman Meacham stated he und erstood it would cost us
$100,000.00 per year to have Riverview contract paramedic service
in Carmel.
Councilman Swift stated the county might be convinced to help
us.
Councilwoman Doane stated she felt we should operate our own
paramedic service.
Mr. Jim Riley, citizen, asked clarification on several items in
the budget and stated he had hoped for a tax rate drop.
Further discussion was held on the mechanics of the budget, the
law, and rising costs.
Councilman Coots moved to adopt propose d budget, Ordinance #D-
223 as advertised, Councilman Garretson seconded it. Councilman
Garretson moved to suspend the rules, Councilwoman Reiman seconded
it and it passed unanimously. Motion to adopt passed unanimously.
Councilman Coots moved to adop t proposed Ordinance #DL224
setting the tax rate at $1.55, Councilwoman Doane seconded it.
Councilman Garretson moved to suspend the rules, Councilman Meacham
seconded it and it passed unanimously. Motion to adopt passed
unanimously.
