CITY COUNCIL MEETING
July 2, 1979
The regular meeting of the City Council was called to order at 7:30
p.m. by Mayor Pickett who presided. All council members and Clerk-
~reasurer were present. City Attorney was not present.
Councilwoman Doane gave the invocation. Mayor Pickett led the pledge of
allegiance.
Councilman Meacham moved to approve the minutes of the last regular
meeting, Councilman Horvath seconded it and it passed unanimously.
OLD BUSINESS :
AGENDA ITEM #1 RE PORT FROM COMMITTEE CHAIRMAN : Councilman Garretson
reviewed the memo he had passed out regarding City building site study
as attached to original minutes. When the report from the architect is
finished he will call a meeting.
Councilman Swift stated a meeting of the budget Committee would be held
Thursday, July 5 at 7:30 p.m.
Mr. Fred Hohl passed out a memo regarding additional outlets from
Carmel Knoll/ Inngate Apartment Complex located west of L & N Railroad
and North of West Main Street as attached to original minutes. Mr. Hohl
stated there was no happy solution to coming up with another exit out
of the complex. He stated the 4th Street alternate appears to be the
most logical. Councilman Garretson stated this would be a Board of
Works decision and if additional money needed to be appropriated then
it should be brought to the council. Mr. Charles Morrow was present and
stated there was a real problem on Meadow Lane with the traffic burden
and he urged the City to check the traffic with a traffic Counter.
Mayor Pickett stated all streets in Carmel have increased their traffic
load. He stated a traffic survey is getting underway and all these
things will be considered.
AGENDA ITEM #2: SECOND READING STOP SIGN ORDINANCE #DL215 : Mayor
Pickett read stop sign Ordinance 215 by title. Ordinance had been
introduced at last meeting. Councilman Meacham moved to approve
proposed ordinance, Councilman Garretson seconded it and it passed 6-1.
Councilman Horvath voting nay.
AGENDA ITEM #3: FARM BUREAU PROPERTY : At the recommendation of City
Engineer, Mr. Hohl, Councilman Garretson moved that the Mayor be
authorized to issue a letter of committment for a purchase price of
$110,000.00 to Farm Bureau with the understanding that we be allowed a
period of up to six months to wind our way through the payments.
Councilman Meacham seconded it and it passed unanimously.
NEW BUSINESS :
AGENDA ITEM #1: PUBLIC HEARING-ORDINANCE #D-216 : Mayor Pickett opened
public hearing for purpose o£ passing ordinance #D-216 authorizing
expenditures totaling $325,000.00 from Revenue Sharing and Cumulative
Capital Improvement Fund. Mayor Pickett read proposed ordinance.
Councilman Garretson stated he didn't believe the City could hope to
retrieve the money from the re sale of the building that we were going
to put in it. He stated further that to the best of his knowledge they
would be clearly in violation of
7/2/79 the City's zoning codes in that for City office buildings there
should be one parking spot for every 125 feet and he believed we would
have to have 53 parking spaces on that site for the size of expansion
we were planning and he felt we would be 15 or 20 short of that. He
stated he felt the police department needed more space but he didn't
think we should correct
one wrong by doing another. Councilman Coots stated he didn't believe -
-
the zoning codes counted basement footage for parking space
needs. Councilman Horvath read from a publication stating
conversions were less expensive than new building. Police
Commissioner requested a report on the Board of Works public
hearing. Clerk-Treasurer stated a public hearing was held.
There were 21 people present and 21 people were in agreement
the Revenue Sharing funds should be spent on expansion of
police facilities. Mr. Ted Johnson of Concord Lane was
present and stated he didn't believe a thorough examination
of temporary facilities had been made but he did agree that
the police department was in immediate need of additional
facilities. Mr. Jim Smith stated he would like to go on
record as favoring using the funds available for this project
rather than go to a bond issue. Police Commissioner Murphy
stated they did consider a modular structure but that in no
way met the minimum security required. Mr. Richard Peet,
Gray Road, sales associate with a Carmel real estate firm,
stated he was for the expansion but in no way did he believe
the City would get their investment back. Mayor Pickett
closed the public hearing. Councilwoman Doane moved
for adoption of proposed ordinance, Councilwoman Reiman
seconded it. Councilman Meacham moved to suspend the rules,
Councilman Horvath seconded it. Motion to suspend the rules
failed. 6 ayes, 1 nay. Councilman Garretson
voting nay. Ordinance was shown as being introduced.
AGENDA ITEM #2: TRANSFER FUMDS ORDINANCE #B-145 : Mayor Pickett read
proposed ordinance B-145 transferring funds within the MVH and Plan
Comm;ssion budgets. Fire Chief Swails requested the council to add a
transfer from his department but Councilman Garretson suggested he
wait until next meeting. Councilman Coots moved to adopt proposed
ordinance, Councilman Meacham seconded it. Councilman Meacham moved to
suspend the rules, Councilman Coots seconded it and it passed
unanimously. Motion to adopt passed unanimously.
Meeting was recessed at 8:50 p.m.
Meeting was re-convened at 8:55 p.m.
AGENDA ITEM #3: ADOPTION ON ZONE MAP: Proposed ordinance #Z-159 was
read by Mayor Pickett which includes a new zoning map for Clay
Township. Councilman Coots moved for adoption, Councilman Horvath
seconded it. Ordinance was shown as being introduced.
ADDED ITEMS : Councilman Meacham stated it had been brought to his
attention over the week-end that the people we had picking up the
trash for the City quit and John Brunson has been picking it up. Mayor
Pickett stated he was aware of the situation. The company has not been
discharged and Mr. Brunson has taken it upon himself to empty the
barrels.
Councilman Coots stated he had received numerous inquires regarding
use of real estate in Keystone Square Shopping Center. There is
presently nothing prohibiting commercial usage in a temporary fashion.
He suggested pre paring an ordinance requiring licensi ng or Board
approval for such usage. Dottie Smith, representing the Chamber,
suggested working with the Chamber before preparing the ordinance.

There being no further business the meeting was adjourned at

Memo to: Mayor Pickett and City Council Members
From: Fred Hohl, City Engineer
Subject: Additional outlet from Carmel Knoll/Inngate Apartment
Complex located West of L & N Railroad and North of West Main
Street.
I have done some preliminary investigation of the question of
providing another street outlet in this area. There are pos-
sibilities.
Scheme I.
Extend 4th Street N.W., East across the L & N Railroad to 1st
Avenue N.W.
Advantages - Shortest route, requires about 450 ft of new road .
Disadvantages - Will require deep fill on East side of Rail road.
The street R/W East of the Railroad is only about 30 ft. More
R/W would be required. The existing pavements and drives appear
to be off center at present and there are houses built very
close to the existing R/W. It is very un likely that the
Railroad and Public Service Commission will permit the
crossing, particularly, since it is certain one or more
residents will remonstrate against this crossing and street
extension. This extension would encourage the most use of any
proposal and therefore will create a significant traf fic
increase on 1st Ave N.W. (a poor street for heavy traffic) and
on 4th Street which has no traffic.
Scheme II.
Extend Meadow Lane about loo ft North, then West 200 to 600 ft and
thence South 1400 ft for a total of 1700 to 2100 ft of new road,
exiting on W. Main Street 200 to 600 ft West of Meadow Lane.
Advantages - Traffic exits on a fairly good road.
Disadvantages - Longest route, all R/W would have to be purchas-
ed, probably would not encourage much change in traffic
pattern Definitely not recornmened.

Scheme III .
Extend Lark Drive 860 feet straight North to Smokey Row Road (~th
Street or 136th Street).
Advantages - Second shortest route, would lie on apparent P/L
between two undeveloped tracts of ground. Would create less
traffic problem than 4th Street scheme. Would probably en-
courage change in traffic pattern in project.
Disadvantages-AlliR/W would have to be obtained. R/W would go
through heavy woods. R/W would be outside City at present,
which would probably require county to build road. Smokey Row
Road is narrow and in poor condition. Road would exit .50 feet
West of a bridge which would probably require re construction
of bridge to provide adequate visibility and safety. Might
encourage excessive through traffic in the project if any
population growth occurs in vicinity of Smokey Row Road.
Recommendations
The route to Smokey Row Road is probably the best choice if all
obstacles could be overcome. None of the choices are totally
attractive. If a connection can not be found and/or in the inter-
im, I would suggest strongly, that parking on all streets in the
project be limited to one side only. A traffic study might also be
in order at the entrance to determine if any type of traffic
control device would be warranted and effective. (Should be done
in conjuction with a study at Guilford and West Main Street).
