SPECIAL MEETING
OF THE CITY
COUNCIL
JULY 9, 1979
The special meeting of the City Council was called to order at
7:30 by Mayor Pickett, who presided. All council members and Clerk
Treasurer were present.
Meeting was called for the purpose of pa~sing ordinance D-216
which was introduced at last meeting .
Councilwoman Doane stated she was not in favor of holding it
up one more minute.
Councilman Garretson stated he had asked at the last meeting
that we be allowed the two weeks, which is the due process allowed us.
He stated he had received a call fr om the Architect who indicated
the site study authorized would be ready this Friday and he has
called an executive session of the Public Affairs Committee for
4:00 p.m. Friday in the Mayor's office, all council members are
invited. That study will anali ze 4 sites for consideration of
City facilities.
He stated he would like to amend the ordinance to show the
funds to be expended for the purpose of expansion of police
facilities rather than station to provide a little more latitude in
the expenditure of the money. He stated if, after the meeting
Friday, the council could not decide on a site, then he would vote
for the ordinance next Monday at the regular council meeting.
If, on the other
hand we can reach agreement, and owners of land were agreeable to the
sale, and if between next Friday and the time the State Board approves
the expenditure, we can aquire the land, we then consider having the
Architect take the $325,000.00 to design a new building. Councilman
Garretson then moved that Ordinance D-216
be amended, that in the body of the paragraph stating the purpose, the
word
"station" be struck and the word "facilities" be substituted.
Councilman Coots seconded it.
Councilman Meacham stated he felt we should get on with the
expansion.
Councilw oman Reiman asked about time difference if we waited.
Councilman Garretson stated he felt the decision on the site would
have to be made no longer than the time it took the State Board to
approve the appropriation.
Police Commissioner Banks stated he felt the expansion could
be completed in early spring, but a new building wouldn't be
finished until late fall.
Police Commissioner Morris stated no-one wanted to use the
urgency of police facilities to force the purchase of expensive land.
Councilman Coots stated he supported the campus concept for
municipal government. In this instance, the expansion to the police
station buys us the time that this council has not been able to
wrestle with - the purchase of real estate to develop this ove r-all
campus concept. He stated, however, that he felt we should at least
wait until the site studies are reviewed Friday so that all the
data available to the council could be looked at. He stated that one
more weeks time was not a detriment to the pol ice or the community.
Mayor Pickett stated he felt we were in a critical time.
Motion passed 5-2. Councilpersons Doane and Horvath voting
nay.
Councilman Garretson moved the ordinance be tabled until the
July 16th meeting Councilman Coots seconded it and it passed 4-
3. Councilpersons Horvath Meacham and Doane voting nay.
There being no further business, the meeting was adjourned at
7:58 p.m.
