Images in the PUD are not submitted to establish a requirement. Carrie: I would like to see the interior units to have the same masonry requirements as the exterior units.Jon Dobosiewicz: They are providing a dozen elevations with masonry. We are providing what was approved in our PUD Ordinance. We are reviewing for compliance,and not preference. Pulte believes they have a quality product. At this point,the 4-unit buildings are what they want to construct. Carrie: The reason we are here is to make sure this product looks the best it could in a highly visible area. I understand the costs and ramifications.Jon Dobosiewicz: There was a time for discussion about what the Commission and Council wanted to see,and we put that in the ordinance. We don't do it the other way around.Christine: Would it look better if you brought the brick all the way to the top. Currently,the elevations look very busy.Rex Ramage: Architecture is subjective. We feel we have provided a variety of different features,elements,colors,and materials on a unit-to-unit basis. We have met the requirements of the PUD. Carrie: What's Staffs view on the Petitioner's comments?If we aren't here to look at the architectural details,then why are we here? Alexia Lopez: With ADLS reviews,there are some subjectiveness that goes into it. We try to get the best project that we can. When looking at the UDO,there a lot of things to consider then just the standards. With this PUD,we knew they would come back for ADLS review, since we didn't get into that level of detail during the PUD review. Sue: I think it's misleading when you provide pictures,elevations,and renderings,and then change it.Jon Dobosiewicz:Presents image of 4-unit product, here's a product by Pulte on the northeast coast. This image is in our PUD.The plans that we have presented for ADLS approval are a significant enhancement then this image. Christine: I just want to make this product the best we can. You see this product all the time. I'm thinking of the vision of all these building in a row fronting 146th Street.Rex Ramage: Keep in mind there are only six buildings that will front 146th Street. With the rate of the speed of the passing cars along 146th and the distance of these units from 146th,the person sitting their car won't be able to notice the architectural details of these units. Only the people who live there and walk by it will be able to see the details. Steve Pittman: During the PUD process,the developers do not have their builder yet. We have ideas of what we want our product to look like.Once it is approved,we reach out to a builder and give them our guidelines of the approved PUD. We present the concept plans during the PUD approval. We understand everyone has an opinion,but we have the guidelines established by Staff, Commission,Council,and ultimately what's in the PUD,that our builder will need to follow.Tim Walter: We have given more to what was required in the PUD. We have provided 55%masonry,where 40%was required. We have also added more landscaping. We are to our breaking point. Carrie: So,what you're telling us,this is it and no tweaking allowed. Steve Pittman: Pulte is frustrated with us.They are going by what is spelled out in the PUD.Rex Ramage: From my perspective,we have made changes for the better. This is the best we can do. Pulte wants this development to succeed. Sue: What changes were made to the rear elevations?Rex Ramage: The window trim is now on all four sides of the unit. Christine: Can you paint the unfinished base trim of the balconies to match the siding color?Rex Ramage:Yes,we can paint that to match the siding. Carrie: Who will maintain the exteriors of the townhomes?Steve Pittman: For the townhomes,the HOA will provide the exterior maintenance. Sue: What was the decision on the glazing of the dormer windows?Rex Ramage: They will be clear. A Motion made by Zoccola and seconded by Westermeier to forward PZ-2021-00032 ADLS to the full Plan Commission with a favorable recommendation. Approved 3-0,absent Kirsh. 2. Docket No.PZ-2021-00073 PP: Albany Village Subdivision. The applicant seeks primary plat approval for 82 lots(36 single-family detached dwelling units and 46 two-family attached dwelling units)on 36 acres. The site is located at 14407 Shelborne Rd.and is zoned Albany Village PUD/Planned Unit Development(Ordinance Z-666-21).Filed by Jim Shinaver and Jon Dobosiewicz of Nelson& Frankenberger on behalf of Lamb Property Developer,LLC. Petitioner: Jon Dobosiewicz: • With me tonight are Steve Pittman,Jim Shinaver,Kyle Eichhorn,and Tim Walter • The three benches will be made of recycled plastic planking and powder coated cast aluminum frame • Trees are required on the backside of every lot that are backed up to the pipeline easement • We can do one tree in each lot,and two along the trail. Whatever the Committee seems appropriate. • Presented a planting plan exhibit that shows the top of the cul-de-sac trailhead. We can bring in some trees closer 2 Residential Committee Minutes 7-6-21 to the trail to help close that gap, as requested by Josh Kirsh. • A path cannot not be placed along Shelborne Road and 146th Street due to the grading along 146th Street(County ROW). Staff has contacted Dave Lucas of the Hamilton Co. Highway Dept.to work out a solution. IDepartment Report: Alexia Lopez • The Petitioner has addressed all of our comments and we recommend approval of this item Committee Comments: Sue: Who makes the final decision on providing a path along Shelborne Road?Alexia Lopez: I will talk with the Alternative Transportation Planner and Director of DOCS. Sue: Can the tree in the corner lot be saved if the drainage easement is moved?Jon Dobosiewicz: Along with the TPA, we are adding 70 some trees. The tree cannot be saved. Tim Walter: The underground roots of that tree run very long, and we would need a 50-60' perimeter. Sue: How do we want to distribute the trees in the rear yards and along the trail? Christine& Carrie: One tree in the rear yard, and two along the trail. Steve Pittman: We've had discussions with the Carmel Parks Director, Michael Klitzing about providing a trail connection within our development to the new Carmel park on the other side of Shelborne Road. A Motion made by Holle and seconded by Zoccola to approve PZ-2021-00073 PP conditioned upon the Developer will provide one tree in the rear of each of the lots in the northwest corner that backs up to Shelborne Rd. and Old 146' St.,and forty trees scattered along the path along the pipeline easement.
