Docket No.PZ-2021-00099 ADLS Amend: Ed Martin Buick GMC Service Bay Addition The applicant seeks site plan and design approval for a 4,348 sq.ft.building addition to the existing service center. The overall site is 7.35 acres and is located at 9896 North Michigan Road.It is zoned I- 1/Industrial and is located within the US 421 Overlay Zone. Filed by Brian Cross of Civil Site Group, Inc. Petitioner: Brian Cross: • With me tonight,Martin Harrison of Ed Martin Automobile group • We have been working with the Urban Forester on what deficiencies and upgrades are needed to be made to the Landscape Plan •• We submitted an updated landscape plan and bike parking with our info packet • We are working with the Alternative Transportation Planner on pedestrian connectivity around this site • We may ask to pay in lieu of the non-thoroughfare plan for the multi-use path • Pedestrian use in this area is very minor • We continue to work with Engineering Dept on their drainage comments Department Report: Rachel Keesling: • All outstanding comments have been addressed • Sidewalk connection, landscape plan updated, • Staff recommends approval at tonight's meeting Committee Comments: Nick: I have concerns with the pedestrian path along Michigan Rd. I would like to see sidewalk along the main drive off of Michigan Road into this site.Brian Cross:All the landscape would be removed if we put a sidewalk in this location.We have pedestrian connectivity in another location.Rachel Keesling: It would be a balance. Do we remove the landscaping to have a sidewalk,or do we have sidewalk and no landscaping? Kevin: Can we add the striping on the xxx per approval?Alan: Will the striping become slippery when wet? Mark Harrison:Now I have to remove landscape that the City approved. Rachel: They are topping off trees that is against the Ordinance. Mike Hollibaugh: We have an Ordinance and the Michigan Overlay that have landscape standards. Martin Harrison: The trees were toped and trimmed by a professional tree service,and they grow back to normal. My dealership looks like an office. I'm being asked to spend$200k to change the landscaping. We have all healthy ash trees.Kevin: Why are we asking them to remove the trees? Rachel Keesling: I don't know why the Urban Forester asked to remove them.Mark Harrison:Showed a photo of the trees on site, to show they grew back normally. The sidewalk on 99th Street goes to nowhere.There hasn't been a 1 Commercial Committee Minutes 10-5-21 bicycle use. We will put a bike rack in.Jeff: Is the 2004 landscape plan not in compliance with the Ordinance? Rachel: They violated the Ordinance by topping off the trees.Kevin: Why would we cut down all these healthy trees?Alan: If this is the only issue,will you agree not to top off the trees,and trim from the bottom. Jeff: The landscape plan shows a bunch of trees along 99th Street. If we don't have them plant these trees in,do they still have to install the sidewalk? Mark Harrison: We will pay into the non-throughfare plan for the future construction of the sidewalk. A Motion made by Rider and seconded by Hill approve PZ-2021-00099 ADLS Amend conditioned upon the Petitioner keeps the existing landscaping plan with the Commitment of replace any dying trees,and top any trees,and trim from the bottom,and add the sidewalk at the entrance along the drive Approved 4-0.
