Docket No.PZ-2021-00183 ADLS Amend: Elite Fitness&Defense. The applicant seeks design approval to add a retractable dome onto the east side of the former Williams Comfort Air building for a new fitness facility. The site is located at 1077 3`d Avenue SW.It is zoned I- 1/Industrial and is not located within any overlay district. Filed by David Gilman of Land Development Services on behalf of the owner. Petitioner: David Gilman • Representing Elite Fitness&Defense who has acquired the old Williams Comfort Air at 1077 3rd Ave. SW.Part of the plan to redevelop this into a fitness facility is to add a retractable dome enclosure on the back side facing the Monon. • Presented site plan and elevations. Explained package includes aerial plans,what dome enclosure will look like and how it will work. Presented size details and that it will tie into the building and slope downward. • Stated that they took a more thorough look at the building and the site at Fire Department request and to proactively assess the whole building for fire code compliance. Presented fire codes and updates: new hydrant addition, fire department connection,and a PIV right in front of the building. • Hired Arch-360 to do a code analysis of the building to demonstrate to the Fire Department and the Planning and Building Committees that public safety and permitting concerns had been addressed. Department Report: Rachel Keesling • Addition meets all setback requirements and won't take away parking. Lot coverage is not being increased by this addition. Staff is in support of the dome enclosure addition and can approve this tonight. • Minor outstanding issue: bicycle parking must be slightly relocated so it is within 50 ft.of the front door. Petitioner has agreed to update.No changes to the building or signage proposed at this time. Petitioner will be back with further plans. • David Gilman: Wanted to make sure that the Dome enclosure would be approved.Bicycle parking and any other items to be included in the big redesign of the building and the property itself. Committee Comments: Nick Kestner: There is no pedestrian access along the street,that would need to be addressed. Rachel Keesling: This is phase 1 of larger project. Bike parking has been addressed;the Fire Department was the most intense part of this review at the time. This is just the ADLS Amendment to allow this addition onto the back side. When they come back to the Plan Commission,we can make more adjustments to get full sidewalk connectivity and a sidewalk along 3`d Ave.David Gilman: We understand this would be part of that review.Jeff Hill: Has a connection to the Monon Trail been considered? Rachel Keesling: That will probably come later,they were not ready at this point to figure out the bridge,and all related issues,or if trees needed to be removed. The Parks Department agreed to put a hold potential connection on this for right now,and we will come back to it later. Questions were asked,but they were not ready to address all of them at this time. Nick Kestner: What about landscaping along the Monon Trail?The previous owners clear cut without permission, so there are no good trees there,which needs to be addressed. There is also a chain-link fence that's fallen over, is it going to be removed? David Gilman: The Monon side of the building will become a second primary access point,people will be biking there, so we want that as nice looking as possible. Jeff Hill: Was there an approval by Hamilton County regarding the non-encroachment easement. Rachel Keesling: Has Hamilton County approved your encroachment into the easement?David Gilman: There is a non- enforcement agreement. The Monon has 75-ft statutory easement.An encroachment easement was granted by the county. The Cannel Board of Public works has also granted an encroachment easement on the existing platted 40- ft easement. Kevin Rider: Typically,when a building is renovated,the whole building is taken in consideration. Why are we going ahead with this without taking care of the whole building?Rachel Keesling: The petitioner was more concerned about this part being approved. Kevin Rider: Will this open before you come back to the rest of the building?Are we approving this contingent on improving the whole building?David Gilman: What we wanted to do was value engineering.If we are going to spend money to have a structural engineer redesign a 50,000 sq. ft. building,we want to make sure that that design incorporates the dome enclosure.Kevin Rider: Do we approve this contingent upon it coming back for approval of the renovation. We need to know what else will be done. David Gilman: I would agree to a self-imposed condition that dome enclosure will be included as part of the overall final design.Kevin Rider: If you don't get final approval for the whole project,the dome approval goes away.David Gilman: We would agree to that. Josh Kirsh—Requesting that thought be put into how Monon connectivity will be developed. Does this dome feature get into the Monon preservation area?Where is the give and the take?What is the petitioner willing to come back with planting trees? Kevin Rider: Are we allowing every business that goes in along the Monon to have a specific connection or are we designating connections in certain places? Rachel Keesling: That's why the Parks Department was not OK with just saying yes to this right away. Jeff Hill: I want to see designated connections and then connectivity outside of the Monon to all the businesses along there. That would be a better thing for me. Josh Kirsh: Is there an access study for those types of connecting points?Theoretically the whole west side would be re-developed with one or two connections maybe,foot bridges.Not supporting full bridges. Rachel Keesling: This is the first piece that we have had anyone renovate or change. David Gilman: This is all good feedback we need,and we will continue to work with Rachel as project develops. A Motion made by Jeff Hill and seconded by Nick Kestner to approve PZ-2021-00183 ADLS Amend contingent upon future site plans,landscaping,Monon Access,building design coming and approval of this Amendment going away if all conditions discussed are not met and approved.
