CITY COUNCIL MEETI~G
April 16, 1~79
~he meeting of the City Council was called ~ order at 7:30 PM by Mayor Pickett,
who presided. All members except Councilman Garretson were present. Clerk-
~reasurer and City Attorney were present. Councilman Garre~son arrived at 7:32 PM.
Councilwoman Doane gave the invocation. Mayor Pickett led the pledge of
allegiance.
Councilman Meacham moved to approve the minutes of the last regular meeting,
Councilman Horvath seconded it and it passed unanimously.
OLD ~USINESS :
AGENDA I~EM #1: REPOR~ EROM COMMITl'~ CHAIRMEN: Mayor Pickett reported he had
contacted Meid Compton on making the appraisal but he had been ill and hopefully
will have some information at the next meeting.
Councilman Garretson reported that Farm ~ureau Co-op owned two acres of land west
of the presently City owned property. On this property there is ~ acre of
easement that would never be built on. There are three buildings on this property.
They have set a pri-~e of $150,000.00 that includes the three buildings, the
elevator and two acres of land. Councilman Garretson said he had asked Ered Hohl
to come back by May 14th with a price for fencing the p~operty and asphalting
parts of the property. He also as~ed ~arm ~ureau to come back May 14th with
their price for the property. He would ask his committee to meet on May 14th
at 7:30 PM and discuss prices and financing then ma~e a recommendation to the
i Council, May 21st.
AGENDA ITEM #2: ORDINANCE ANNEXING RQAD 2~4: This item was tabled.
NEW BUSINESS :
AGENDA ITEM #1: ANNEXA~IO~ ORDINANCE #C-70 - SCHUTZ & THOMPSON OFFICE PARK :
Proposed Ordinance was read by Mayor Pickett. Councilman Coots moved for
adoption of Ordinance #C-70, Councilman Swift seconded it. Councilman Meacham
moved to suspend the rules. Councilman Garretson suggested to wait on all
annexation ordinances in case there were any remonstrators. Councilman Coots
said there were none. Councilwoman Doane seconded the motion to suspend the
rules. Motion failed 3 ayes-4 nays. Ordinance was shown as being int~aAduced.
Council persons Garretson, Coots, Swift, & Reiman voting nay.
AGENDA ITEM #2: INCREASE IN CONTRI~UTION TO AID IN CONSTRUCTION FEE : Mayor
Pickett stated this was not prepared yet. ~his item was tabled.
AGENDA I~EM #3: ORDINANCE #B-142 - ~RANSFERRING FUNDS WITHIN VARIOUS
DEPAR~MENTS WITHIN THE CITY: Mayor Pickett read the proposed Ordinance.
Councilman Garretson moved to adopt Ordinance ~-142, Councilwoman Reiman
seconded it. Councilman Garret~on moved to ~uspend the rules, Councilwoman
Doane seconded it and it passed unanimously. Motion to adopt passed
unanimously.
Councilman Swift asked the Mayor to brief the Council on Increase to
Contribution to Aid in Construction Fee. May~r Pickett stated the increase was
to take care of the inflation factor which he thought was 7%, as was
recommended in the revenue requirement report.

ADDED I~EMS :
There was a discussion concerning a City contribution to the Historical Society for the
Monon depot. Councilwoman Doane moved to appropriate $1,000.00 for the depot, Councilman
Meacham seconded it and it passed unanimously. Councilman Swift moved to authorize the
Clerk-~reasurer to advertise for a public hearing, Councilwoman Doane seconded it. Motion
passed 6-1, Councilman Coots voting nay.
Councilman Garretson asked about the additional siren that was to be purchased. It was
stated one had been ordered to be placed at the ~rook shire Water Plant.
Councilman Coots stated he wanted to discuss with the Council and Mayor if there were any
plans for reorganizing the ~uilding Commissioner's office and hiring a planning
consultant. Mayor Pickett said he doubted if anything would be done until after the
election.
Councilwoman Reiman asked about the timetable for Rangeline Road project. Mr. Hohl stated
it would take 60-90 days for completion of p~chase of right of-ways. Mid-summer for bid
letting and one year after construction beginning to completion.
Mr. Stu Hancock recommended the City look into purchasing a weather monitor as was at the
Car~el Radio Station. Mayor Pickett to follow up.
Councilman Garretson stated he would write a letter requesting an explanation as to why
the local Cable TV could not have adequate equipment to televise civic programs such as
the League of Women Voters Candidates Meeting night.
Clerk-Treasurer brought attention to the fact the Sewage Utility was operating at a loss
year-to-date of $64,454.85. Mayor Pickett stated h~ would send a copy ~o the fiscal
consultants.
Councilman Swift suggested the Clerk-~reasurer prepare a resolution of respect for Mr. Jim
Martin who recently passed away for the next Council meeting.
Ihere being no further business the meeting was adjourned at 8:o8 PM.
