HomeMy WebLinkAboutBPW-03-13-79 MII~uTES OF THE BOARD OF PUBLIC WORKS March 13, 1979 The meeting of the Board of Public Works was called to order at 3 PM by Mayor Pihkett, who presided. Fred Hohl, City Attorney Bill Knowles ~nd Assistant to Clerk-Treasurer were present. Mayor Pickett moved to approve the minutes of the last regular meetim~, Fred Hohl seconded it and it passed unanimously. MARSH MALL AiID THOMAS & ASSOCIATES CONNECTION: This item was tabled. BAUER FAMILY C0~S~ERCIAL PARK CORPORATION: DOUG CHURCH: Mr. Doug Church and Stan Neal of Weihe Engineers were present. They presented the plans to the Board. Mr. Hohl made the motion to approve the design of their street plans subject to postio~ tkree year maintenance bond, Mayor Pickett seconded it and it passed unsmimously. Mr. Hohl then discussed water service for this area. Mayor Pickett stated for the record he was in favor of Carmel serviD~ all this area. Mr. Hohl suggested this item be put on the City Council agenda. SEWER AGRW~EIT MOHAWK CROSSING-CITY OF CARMEL AND L.M.I.: AL HUGHEY: This item was tabled because Mr. Hughey said the agreement was not put together yet. DISCUSS BONDING IN SUB-DIVISIONS: AL HUG~EY: Mayor Pickett said he was trying to get a meeting with some members of the Plan Commission. After some discussion, Mayor Pickett suggested this item could be brought up in the DSC committee meeting and would get in touch with Dave Coots. SIDEWALKS IN STONEHEDGE SECTION l: Mr. Hohl said they were doiD~ some inspections and found six or seven driveways were blacktopped out across the sidewalks instead of the sidewalks laid through. Three of them were blacktopped with a grade three inches above the sidewalk and created a ridge. Mr. Hohl made the motion that a letter be sent from the Building Commissioner's office to Tom Wilson, Mr. Knowles seconded it and it passed unanimously. DISCUSSION ON TRUCK BIDS: After a discussionMr. Hohl made the motion to award the bid for standard transmission lr~uck to Carmel Welding and to reject the other automatic transmission truck bid and readvertise for bids on the grounds that there were discrepancies in the bid that did not meet our specifications, Mr. Knowles seconded it and it passed unanimously. City Attorney left at 3:~0 PM. EAS~S~NT FOR COOL CREEK INTERCEPTOR ON BR00KSHIRE GOLF COURSE: Mr. Hohl requested the City Attorney draw up an easement for Lumber Mart to dedicate. FOSTER WATER MAIN EASEMENT: This item was tabled. FLOWMETERSFOR SEWERS: Mr. Hohl stated we needed a method of metering which will handle sur-charges in the sewers. Our consultants plan to purchase three meters and would consider leasing them to us. Lease for three months would equal about the price of l~ meters. Mr. Hohl suggested that if the City purchased the 3 meters it will cost us a little under three times what it would cost us to lease them but we would have permanent use for the life of the meters as opposed to the use of 90 days. Mr. Hohl asked the Board to consider authorizing this purchase of meters Page with perhaps some consultation of the Budget Committee of the Council. Mr. Hohl would request a meeting of the Budget Committee to discuss the meters. DISCUSSION ON STORM-DRAINAGE XN OLD TOWN: Mr. Hohl talked about the condition of the storm drains and tiles in the old town. P~rt of the p~rpose of the cumulative fund was to start on resolving the problem and we have utilized some of those funds to reDlace a portion of sewers downtown. Mr. Hohl suggested the first step was to map and identify all the existing storm drains, where they a~e draining to ~ud the condition. From there, developi~ a master plan for construction of storm sewers. M~yor Pickett and Mr. Hohl to discuss this matter. ADDED ITEM: Rev. Bill Judd, representing the Christian Ch~rch, appeared before the Board. Rev. Judd stated the thing that was holdi~ the building permit up was the sewer and wa~er service. Mr. Hohl made the motion that the City of Carmel would have no objection to them making a connection to Hamilton Western Utilities which may be temporary and we are not relinquishing any territor~,~in fact, this is a service area of C~rmel, and this motion is made only for the convenience of the Christian Church, M~yor Pickett seconded it and it passed unanimously. TRASH COLL~CTION CONTRACT FOR POLICE DEPT.: Jim Dougherty discussed the contract of Waste Collections a~d't~e City of Carmel. Mr. Hohl to write a letter to John Brunson to relieve him of his collection services. Mr. Hohl moved that the Board accept the contract with Waste Collections, Mayor Pickett seconded it and it passed unmuimously. CHANGE 0RDER~ - DISCUSSION ON NORTH PLA~T: Jim Dongherty suggested this item be cancelled. APPROVAL OF CLAIM~: Mr. Hohl moved to a~prove claims'#851-13~2 totaling $~96,~6Y.~&, Mayor Pickett seconded it and it PasSed unanimously.
