CITY COUNCIL MEETING
March 19, 1979
The meeting of the City Council was called to order at 7:50 PM
by Mayor Pickett who presided. All members City Attorney and
Clerk-Treasurer were present.
Councilwoman Doane gave the invocation. Mayor Pickett led the
pledge of allegiance.
Councilman Meacham moved to approve the minutes of the last
meeting, Councilman Swift seconded it and it passed
unanimously.
OLD BUSINESS :
AGENDA ITEM #1: REPORT FROM COMMITTEE CHAIEMEN : Councilman
Garretson stated that at his request an executive session of
the full Council on possible land acquisition had met. The
meeting was recessed at 7:45 PM and will reconvene at the end
of the regular meeting.
AGENDA ITEM #2: ORDINANCE ANNEXING ROAD 234: Councilman
Garretson asked what the purpose of annexing Road 234 was in
the first place. Councilman Swift stated to give the police
authority in that area. Councilman Garretson moved that this
item be tableduntil next meeting, Councilwoman Doane seconded
it and it passed unanimously.
AGENDA ITEM #3: ORDINANCE ON FIRE PROTECTION : City Attorney to
get in touch with Frank Campbell Councilman Garretson moved to
place this item on the agenda at the next meeting,
Councilwoman Reiman seconded it and it passed unanimously.
AGENDA ITEM #4: ORDINANCE ON TRASH CONTAINER : The ordinance
was read by Mayor Pickett. Councilman Garretson was under the
impression that the purpose of the delay in this ordinance was
to restrict it more but instead have left it wide open. He
thought the ordinance was to deal primarily with businesses.
Councilman Garretson moved to amend the ordinance by changing
it to read, "...trash, garbage and/or refuse containing...",
and stricking "...or refuse....", Councilwoman
Reiman seconded it and it passed unanimously. Councilman
Meacham moved to adopt
prop osed ordinance, Councilman Swift seconded it and it passed
unanimously.
NEW BUSINESS:
AGENDA ITEM #1: PUBLIC HEARING - SPECIAL APPROPRIATION -
ORDINANCE EOR FIRE DEPT.:
Mayor Pickett read proposed Ordinance #D~206. He then stated
the public hearing
was open to the Council. No comments. Mayor Pickett then
opened the hearing to the public. No comments. me public hearing was
closed. A discussion was held regarding the fact the amount of
appropriation was for the entire department and the Board of Public
Works had agreed upon recommendation of the Fire Chief to only pay
the men who worked on the holidays. City Engineer stated the Fire Chief
had stated that he might be able to allow some men time off for the
holidays but woul d have to pay the ones who worked on the holidays.
Councilman Swift stated the record would show that the Council's
intent was to put enough money in the budget for all men to receive
holiday pay and the Board of Works would administer it as they saw
best. Councilman Coots moved to introduce Ordinance #D-206,
Councilman Garretson seconded it. Councilman Garretson moved to suspend
the rules, Councilman Horvath seconded it and it passed unanimously.
Motion to adopt passed unanimously.

AGENDA ITEM #2: AMENDMENT TO SALARY ORDINANCE - MVH DEPT. : Mayor
Pickett read proposed Ordinance #D-207. Councilman Garretson moved
the adoption of Ordinance #D-207, Councilman Coots seconded it.
Councilman Meacham moved to suspend the rules, Councilwoman Doane
seconded the motion. Motion to suspend was 6-0. Councilwoman Reiman
abstained from the vote. After discussion, Councilwoman Reiman
changed her vote to make the motion unanimous. Motion to adopt
passed unanimously. AGENDA ITEM #3: AMENDMENT TO WATER BUDGET :
Mayor Pickett read proposed Ordinance #D-208. Councilman Coots
moved for adoption of Ordinance #D-208, Councilman Horvath seconded
it. Councilman Meacham moved to suspend the rules, Councilman Coots
seconded it and it passed unanimously. Motion to adopt passed
unanimously.
AGENDA ITEM #4: STOP SIGN ORDINANCE - COOL CREEK NORTH : Mayor
Pickett read proposed Ordinance #D-209. Mayor Pickett stated a
petition with several names had been received. Mr. Dan Cunningham,
representing homeowners, spoke of the advantages of erecting a 4-
way stop sign at this intersection. Councilman Coots moved for the
adoption of Ordinance #D-209, Councilwoman Reiman seconded it.
Police Chief Barney recommended a sign be put up warning of the
approaching stop AA sign. Councilman Garretson moved to amend
Ordinance D-209 to say "...having a 4-way stop sign....",
Councilman Coots seconded it and it passed unanimously. Councilman
Garretson moved to suspend the rules, Councilman Coots seconded it
and it passed unanimously~ Motion to adopt Ordinance #D-209 passed
unanimously.
ADDED ITEM : Councilman Swift discussed the tornado alert. He was
aware that the siren was tested at station #l last week and could
be heard within a certain radius. He would like it to be considered
that an additional siren should be installed at station #3 or some
other location on the east side of Keystone. Mayor Pickett to
contact the Fire Chief for details of obtaining a siren and
cost figure
There being no further business the meeting was adjourned at 9:05
PM.
