MINUTES OF THE SPECIAL
MEETING OF THE CITY COUNCIL
DECEMBER 18, 1980
The special meetinq of the City Council was called to order by Mayor
Reiman at 5:35 P.M. on December 18, 1980. Council members Walker, Kerr,
McMullen, Fleming and Shepherd were present. Also present was City
Attorney, Mike Howard and the Clerk-Treasurer.
Mr. Walker made a motion to introduce Ordinance D-287, an ordinance
regulating dance halls and massaqe parlors. Motion seconded by Mr.
Flemina. Mrs. Kerr asked Mr. Howard if these business establishements
could not be prohibited by zoning ordinances and taken care of by the
Plan Commission. Mr. Howard stated he felt this was a power the Plan
Commission did not have and that if taken to a court of law, the
requlation of these business would hold more water than prohibiting.
Further disucssion was held and Ordinance D-286 was shown as introduced
and would be advertised for a public hearing since the ordinance
contains provisions for fines.
There being no further business to come before the meeting, the same
was duly adjourned at 6:00 P.M.
