MINUTES OF THE
CITY COUNCIL MEETING
SEPTEMBER 15, 1980
The meeting of the Common Council of the City of Carmel was
called to order by Mayor Jane Reiman at 7:30 P.M. on
Septemher 15, la80. Council members Fleming, Shepherd,
McMullen, Garretson, Johnson and Kerr were present. Mr.
Walker came in later. Also present were Clerk-Treasurer and
City Attorney, Mike Howard.
Invocation was given by Mrs. Kerr followed by the Pledge of
Allgiance.
Mrs. Kerr made a motion to apnrove the minutes of the
September 8th meeting. Motion seconded by Mr. Garretson and
passed unanimously.
Old Business
Ordinance B-168 - Transfer of Funds in Mayor's Budget - Mayor
Reiman distributed a memorandum stating the amount of funds
spent by her office on postage for the year to date. Mrs.
Kerr made a motion to adopt Ordinance B-168. Motion seconded
by Mr. Johnson and passed unanimously.
New Business
EDC Resolution for Holding Tank - Mr. Garretson made a motion
to introduce resolution 4-91580. Mr. Jchnson seconded the
motion. Resolution 4-91580 was introducad, said resolution
being an inducement resolution for the sale of EDC bonds for
the holding tank to the constructed by the developers in the
community to aleviate a sewer connection problem. Discussion
ensued concerning the function of the Economic Development
Commission and it was suggested that Mayor Reiman invite the
chairman of the ommission to come before the Council and
explain the function of the Economic Development Commission.
Vote was taken on Resolution 4-91580, which passed
unanimously.
Mr. Garretson made a motion that the Clerk-Treasurer write a
letter to the
Chairman and Secretary of the Economic Development Commission noting
the
concern of the Council about more detailed financial
breakdowns of the holding
tank project and that in review of the Welch, Browning
project that the

EDC address the question of adverse competition effect of the
project. Motion seconded by Mr. Johnson and passed unanimously.
Ordinance D-277 - Ordinance for Handicapped Parking - Mr. Garretson
made a motion to introduce Ordinance D-277. Mr. Fleming seconded the
motion. Discussion of the ordinance ensued and it was suggested that
Mayor Reiman ask the Chamber of Commerce to conduct a survey of the
business people in the area to see if they were in favor of customers
illegally using the handi capped parking spaces getting fined. Mrs.
Kerr made a motion to table Ordinance D-277 until the results of the
survey were available. Motion seconded by Mr. Fleming and passed
unanimously.
Resolution for Tax Appeal - Mr. Garretson made a motion to introduce
Resolution 1-91580. Motion seconded by Mr. Fleming. Mayor Reiman read
the Petition of the City of Carmel for Relief from Property Tax Levy
Limita tions and Resolution accompanying same for action of the Council.
Vote was taken on Resolution 1-91580 which passed 5-1, Kerr voting nay,
Walker absent.
Resolution on Fire Station Site - Mr. Garretson made a motion to
introduce Resolution 2-91580. Mrs. McMullen seconded the motion.
Mayor Reiman read Resolution 2-91580 and noted that in accordance
with the ordinance on the City purchase of real estate, the Board of
Public Works had had an appraisal of the property for a fire station
site made and that the property had been appraised at the sum the
Board had passed a resolution to pay for the property, namely
$22,500. Vote was taken on Resolution 2-91580 which passed
unanimously.
Resolution on Future City Facilities Site - Mr. Garretson made a
motion to introduce Resolution 3-91580. Motion seconded by Mr.
Johnson. Mayor Reiman made available the appraisal of the property.
Mr. Johnson stated that since the appraisal was not as high as the
proposed purchase price, perhaps Resolution 3-91580 should be tabled
until further appraisals had been made. Mr. Johnson made a motion to
delay action on Resolution 3-91580 until the Board of Public Works
had obtained two other appraisals. Motion seconded by Mr. Shepherd
and passed unanimously.

Announcements
Mr. Garretson brought attention to a memorandum he had distributed to
the Council members, Mayor and Clerk-Treasurer setting out
recommendations for preparation of the 1981 budget. He stated that if
anyone had any other recommendations, they should set them out for use
in preparation of next year's budgets.
Mayor Reiman brought the attention of the Council to a letter received
from the State Department of the Fire Marshal stating that they had
made an inspection and the City has thirty days to install approved
emergency lighting in the meeting room that the capacity of the meeting
room shall be limited to 75 persons. Discussion ensued concerning the
space problems of the City. It was the consensus that with the capacity
limitations, the meeting room would not be large enough to hold plan
commission meetings. Several alternatives were discussed and the Mayor
asked the Council members to think about possible solutions to the
space problems of not only the meeting room but City offices as a whole
and see if they could come up with some possible remedies.
Mr. Fleming announced that this past week-end Chief Donald Swails had
been elected President of the State Fire Chief's Association and that
Carmel had placed second in the State in Fire Prevention.
There being no further business to come before the meeting, the same
was duly adjourned at 9:05 P.M.

RE: Resolution of the city of Carmel concerning Pro~ision of
Significant Funding Through the Technical Planning Assis tance to
Local Units of Government Fund
This resolution is being considered for the purpose of providing
state funding for Indiana Heartland Coordinating Commission which
is the local reviewing body handling Carmel's plans for waste water
plant expansion and Regional Sewer District.
Currently, the organization is funded by contributions from its
member cities and counties of which Carmel is one. Federal fund ing
is the past made up the majority of the Commission's budget.
Currently, federal funding is being diminished and local contri-
butions will have to be dramactically increased if other sources
cannot be established.
Therefore, resolutions such as this are being passed by local
governments urging state funding for IHCC and other similar organi
zations .
