HomeMy WebLinkAboutBPW-06-09-80MINUTES OF SPECIAL MEETING OF THE BOARD OF PUBLIC WORKS JUNE 9, 1980 A special meeting of the Board of Public Works was called to order by Mayor Reiman at 7:30 P.M. on June 9, 1980. Board members Billy Walker and Fred Swift were present as were Michael Howard, City Attorney and Clerk-Treasurer. Proposed North-South Interceptor Route - A proposed route for the North-South interceptor as presented by HNTB was reviewed by the Board. Mr. Swift made a motion to approve the proposed routing for the North-South interceptor. Motion seconded by Mr. Walker and passed unanimously. Brookshire Lift Station - Mayor Reiman stated that at a special Board of Public Works meeting on May 29, 1980, Mr. Ken Thompson had stated he would construct a force main for sewers from his proposed development if capacity at the Brookshire Lift Station was filled but felt it only fair that all development be curtailed if the station was at capacity. Mayor Reiman had since researched the problem and sent letters to developers for this special meeting. Developers present were Ken Thompson, Al Hughey, Joe and Larry Dawson, Ed Nickell, George Sweet, Ron Haagsma and Mike Schmidt for Langston. Utilities Manager, Jim Dougherty, explained that the Brookshire Lift Station was at capacity at the present time and that any overflow during a wet period flows into Cool Creek and is a violation of EPA regulations. Expansion of the plant has been approved but the earliest that work could be completed would be July of 1981. The problem of infiltration was discussed and it was estimated that, if infiltration was cut down the most homes which could be added be somewhere between 200 and 400. The Board's concern for further violation of EPA regulations and possibly Jeopardizing our grant funds for regional sewer development was expressed. Mr. Swift suggested that since the State gives us a hard time for polluting the streams and since the developers feel the Board is over-reacting, that it might be well to invite some state representatives to look the situation over and if they say it is alright to continue the risk of hooking on additional homes, then the Board would permit building to continue, but if they say no, then there would be a hold on building which would feed into the Brookshire Lift Station. After further discussion, Mr. Walker made a motion to put a temporary moratorium on all building permits to Brookshire Lift Station and Jim Dougherty is to contact the State Board of Health to come review the stream pollution and go over the figures and information given to us by HNTB and that this item be put on the 06/09/80 Page 2 agenda to review building permits for Wednesday, July 2, 1980. Motion seconded by Mr. Swift and passed unanimously. There being no further business to come before the meeting, the same was duly adjourned at 9:05 P.M. Approved: Jane A.
