CITY COUNCIL MEETING
February 4, 1980
The meeting of the Common Council was called to order at 8:00 P.M. by
Mayor Jane Reiman. Council members Shepherd, Garretson, Fleming,
McMullen, Walker, Johnson and Kerr were present. Also present were John
Pearce, City Attorney and the Clerk-Treasurer.
Invocation was given by Councilwoman Kerr followed by the Pledge of
Allegiance.
Mayor Reiman reported a recognition program for city employees had been
established and the first employees to be recognized were: Phil
Reddick, Don Blackwell, Greg Brown, Tom Shipley, Jim Haag, Vickie
Eogleman, Claude Coyle, Jim Bowen, Dennis Kelley, Owen Lee, Bob Waples,
Craig Carter, Dick Whitaker, Jeff Wilbur, Debbie Oren, Ed Wolfe and Jim
Dougherty.
Minutes of the Executive Session of the Council and meeting of January
21, were approved.
Old Business
Item 1 - Ordinance on RaMk Changes in Police Department. Mr. Eleming
reported that the Public Safety Committee had met with Chief Lowe and
it was their recommendation that Ordinance D-237 be adopted. Whereupon,
Mr. Fleming made a motion that Ordinance D-237 be adopted. Mrs. Kerr
seconded the motion. Mr. Garretson made a motion to suspend the rules
and act upon the ordinance this evening. Motion seconded by Mr. Johnson
and passed unanimously. Vote was then taken and Ordinance D-237 was
passed unanimously.
New Business
Item 2 - Ordinance on Clothing Allowance for Dispatchers. Mr. Fleming
reported that the Committee, which had met earlier, had discussed this
Ordinance and that Fire Chief Swails also needs a clothing allowance.
Therefore the Committee recommended that Ordinance D-238 allowing a
clothing allowance for fire and police dispatchers and civilian
employees. Mr. Fleming made a motion that Ordinance D-238 be adopted.
Mrs. McMullen seconded the motion. Mr. Garretson made a motion to
suspend the rules and act upon the ordinance this evening. Motion
seconded by Mr. Johnson and passed unanimously. Vote was taken on
adoption of Ordinance D-238 and passed unanimously.
Item 3 - Study of Format of Committee Arrangement. Mr. Walker had to
leave the meeting temporarily and asked that Mr. Johnson read a
statement by him to open discussion on the committee arrangement the
Council now has. Council members discussed the arrangement in depth.
Mrs. Kerr made a motion to revise the committee system to delete anyone
except council members to be members of a committee and that all items
on the agenda be heard before the full council at presentation then,
upon recommendation of the council the item be referred to a committee
for in-depth study if the council feels a need for it. Then the process
would bring the item back to council with a recommendation. Mrs.
McMullen seconded the motion.

Additional discussion by the public, Mayor and Council members
ensued. Vote on Mrs. Kerr's motion was taken with Councilmembers
Kerr, McMullen, Walker and Johnson voting aye, Councilmembers
Garretson, Fleming and Shepherd no. Motion passed.
Mr. Shepherd made a motion to begin the February 18 Council
meeting at 7:30 P.M. Mr. Garretson seconded the motion. Motion
passed with Council members Shepherd, Fleming, McMullen,
Garretson, Walker and Johnson voting aye, Mrs. Kerr, no.
There being no further business to come before the meeting, the
same was duly adjourned at 9:32 P.M.
