BOARD OF PUBIC WORKS
JANUARY 9, 1980
The meeting of the Board of Public Works was called to order at
4:45 p.m. by Mayor Jane Reiman. Fred Swift, Councilman Billy L
Walker, City Attorney, John Pearce and Clerk-Treasurer, Dottie
Hancock were also present.
Police Vehicle Lease Agreement: Police Chief Jerry Lowe,
presented lease agreement for a 1980 OldsmobiIe Cutlass at a
monthly cost of $195.25. Fred Swift made a motion to accept the
lease- agreements with Indiana National Rank as outlined in the
action of the December 26, 1979 Board-of Public works plus
accepting the lease agreement for a 1980 Oldsmobile Cutlass as
presented on January 2, 1980 making a total of three cars at
the monthly charge of $195.25 per car. The motion was seconded
by Mr. Walker and passed unanimously.
Contract for Trash Hauling 96th Street Plant : Utilities manager,
Jim Dougherty explained this contract was to haul solid waste
from the 96th Street plant was budgeted in the Sewer budget which
was approved by the Carmel City Council and that this company the
only one interested in providing this service. Councilman Walker
made a motion that the service agreement with Waste Collection,
Inc. providing for a monthly service charge of $196.00, be
approved. Fred Swift seconded the motion. Motion carried.
Fire Department Requests : Fire Chief Swails requested that Brad
Bartrom be added to the roster of volunteer firemen and advised
the Board that this position was in the budget. Fred Swift made a
motion that Mr. Bartrom be added to the roster. Motion seconded
by Councilman Walker and passed unanimously.
Fire Chief Swails requested that probationary paid firemen Joseph
E. Leinhos and Jace Platt be paid the 1980 probationary salary of
$12,000.00 at the beginning of the year and upon notification
that they had served their year, be given the regular base plus
$100.00 longevity pay. Councilman Walker made a motion that the
request be approved. Fred Swift seconded the motion. Motion
passed unanimously.
Fire Chief Swails requested that probationary dispatchers Sally
LaFollette, Roger Stilts, Ernie Maroon II and Norman K. Lees
receive the 1980 probationary salary of $9,000.00 at the
beginning of the year and upon notification that they had serve
their probation be given regular base plus the $100.00 longevity
pay. Fred Swift made a motion and passed unanimously.

Fred Swift made a motion to refer all bids to the utilities
manager for his perusal and recommendation. Motion seconded
by Walker and passed unanimously.
Change of Police Salary Ordinance : Police Chief Jerry Lowe
presented his proposal for amendment of the police salary
ordinance as attached and informed the Board that there were
sufficient funds in the budget for said changes. Walker
noted that officer pay for Gary Barney should be $1300.00
instead of $13,000.00. Fred Swift made a motion that an
ordinance be prepared incorporating Chief Lowe's
recommendation with the change as stated by Councilman
Walker. Motion seconded by Walker and passed unanimously.
Interceptor Agreement, Journal Box: City Attorney, John
Pearce stated he had received a letter from the attorney for
AFNB regarding funds collected under the Journal Box
contract. Mr. Pearce requested that Jim Dougherty and Mrs.
Hancock get together and give him a report and accounting on
this account. Councilman Walker made a motion to defer action
on the Journal Box and reschedule to the next Board meeting,
January 21, 1980. Motion seconded by Fred Swift and
unanimously passed.
Land Acquisition on Water Treatment Plant - Possible
Condemnation- Following discussion, on the acquisition and
possibility of condemnation in order to obtain said property,
Councilman Walker made a motion that we defer action on this
matter except to give the city attorney authority to file
suit if necessary. Motion seconded by Fred Swift and passed
unanimously.
Recommendation on Van Bid: Utilities Manager, Jim Dougherty,
recommended to the Board to accept the bid of W. Hare & Son
for the van at the cost of $6680 Fred Swift made a motion
that the van bid from W. Hare & Son be accepted for a price
of $6680 to be paid from the sewer utility fund. Motion
seconded by Councilman Walker and passed unanimously.
Police Rules and Regulations: Fred Swift made a motion that
the recently revised Rules and Regulations of the Carmel
Metropolitan Police Department revised during 1979 and
approved by the Police Commissioners in December last be
enacted by the Board of Public Works, Motion seconded by
Councilman Walker and passed unanimously.

96th Street Agreement: Councilman Walker made a motion to
review the agreement between the County Commissioners and the
City of Carmel in regard to the 96th Street repair and
maintenance and approve same if in order. Fred Swift seconded
motion. Motion passed unanimously.
Fire Notices: Fire Chief Swails referred notices posted in
the fire depart ments to the Board for action. Fred Swift made
a motion to adopt resolution 1-9-80-1, namely a notice of
firemen no longer having to respond to calls on their off-
duty time. Motion seconded by Councilman Walker and passed
unanimously and is hereby made a part of these minutes as
attached hereto.
Fred Swift made a motion to adopt resolution 1-9-80-2, a
notice of changing the squad assignments of stations in the
Carmel Fire Department. Motion seconded by Councilman Walker,
passed unanimously, and is hereby made a part of these
minutes as attached hereto.
There being no further business to come before the meeting,
the same was duly adjourned.
