CITY COUNCIL MEETING
JULY 20, 1981
The meeting of the City Council was called to order by Mayor
Reiman at 7:30 P.M. on July 20, 1981. Council members Garretson,
McMullen, Fleming, Johnson, Walker, Shepherd and Kerr were
present. Also present were City Attorneys, John Pearce and Mike
Howard and the Clerk-Treasurer.
Jim Dougherty, Utilities Manager, presented utility employee,
Jeanne Ziese, with a certificate and letter of appreciation upon
her retirement.
Mrs. Kerr made a motion to approve the minutes of July 6, 1981.
Motion seconded by Mr. Walker and passed unanimously. Mrs. Kerr
made a motion to approve the minutes of July 13, 1981. Motion
seconded by Mr. Walker and passed unanimously.
New Business
Transfer of Funds - Street Department - Mrs. McMullen made a
motion to introduce Ordinance B-193. Motion seconded by Mr.
Johnson. Mr. Walker made a motion to suspend the rules and act
upon Ordinance B-193 this evening. Motion seconded by Mrs.
McMullen and passed unanimously. Mrs. Kerr asked if this
transfer had been discussed and Mr. Garretson stated it had been
discussed at the budget meeting. Vote was taken on Ordinance B-
193 which passed unanimously.
Transfer of Funds - Engineering Department - Mr. Garretson made
a motion to introduce Ordinance B-194. Motion seconded by Mr.
Fleming. Mr. Walker made a motion to suspend the rules and act
on Ordinance B-194 this evening. Motion seconded by Mr. Johnson
and passed unanimously. Vote was taken on Ordinance B-194 which
passed unanimously.
Sewer Bond Ordinance S-39 - Mr. Garretson made a motion to
introduce Ordinance S-39 and suspend the reading of same. Motion
seconded by Mr. Johnson. Mr. Garretson suggested the City look
into interim financing and postponing the issuance of bonds for
a couple of years in the hope the bond interest rates would come
down. Mr. Howard and Mr. McCullough stated they did not know of
any statutes which specifically stated it could or could not be
done. Mr. Garretson requested the Clerk-Treasurer, City Attorney
and Mr. McCullough look into the idea and report to the Council
on Wednesday, July 22. Mr. Garretson made a motion to table
action on S-39 until a special meeting on Wednesday evening,
July 22 at 8:15. Motion seconded by Mrs. McMullen and passed
unanimously.
Sewer Rate and Use Ordinance S-40 - Mr. Garretson made a motion
to introduce Ordinance S-40 and waive the reading of same.
Motion seconded by Mr. Johnson. Mr. Garretson made a motion to
table action on Ordinance S-40 until the special public hearing
Motion seconded by Mrs. Kerr and passed unanimously.
The press was present and was notified of the special meeting of
the Council on July 22, 1981 at 8:15 P.M.
There being no further business to come before the meeting the
same was duly adjourned at 8:07 P.M.
