CITY COUNCIL MEETING
JULY 29, 1981
The meeting of the City Council was called to order by Mayor Reiman on
July 29, 1981. Council members Fleming, McMullen, Kerr, Johnson, Kerr
and Garretson were present. Also present was City Attorney, Mike Howard
and Clerk-Treasurer.
Mr. Johnson made a motion to introduce Ordinances D-303, 304 and 305
and waive the reading of same. Motion seconded by Mrs. McMullen.
Township Trustee, John Hensel and Advisory Board member, Bob Book,
stated they felt the fire budget and salary ordinance for the fire
department were well prepared. They also stated the Township was
willing to pay 40% of both the fire budget and the combined plan
commission and building commissioner's departments.
Mr. Johnson stated there were some revisions for D-305 and Mr.
Dougherty, Utilities Manager, presented the Council with proposed
salary adjustments for some utility positions. Mrs. Kerr asked about
percentage increases. Mr. Garretson asked Mr. Dougherty to present the
Council with job discriptions justifying the increases. Mr. Dougherty
explained he was eliminating two positions and even with the increases,
was still saving $10,000. Mr. Garretson suggested the Council have a
special meeting on Friday the 31st to discuss D-305 so the Council
would have an opportunity to absorb the information. Harvey Kirby,
sewer plant manager stated the job descriptions had not changed but
some people were doing the job of two.
Mr. Garretson made a motion to suspend the rules and act on Ordinances
D-303 and D-304 tonight. Motion seconded by Mrs. McMullen and passed
unanimously.
Vote was taken on Ordinances D-303 and D-304 which passed unanimously.
Following the vote on the salary ordinances, Mr. Garretson made a
motion to adjourn the meeting to a meeting of the committee as a whole
to discuss budgets. Motion seconded by Mr. Johnson and passed
unanimously.
There being no further business to come before the meeting, the same
was duly adjourned at 8:30 P.M.
