HomeMy WebLinkAboutCCM-02-02-81 MINUTES OF THE CITY COUNCIL MEETING FEBRUARY 2. 1981 The meeting of the City Council was called to order by Mayor Reiman at 7:30 P.M. on February 2, 1981. Council members Shepherd, Fleming, McMullen, Johnson, Walker, Garretson and Kerr were present. Also present was City Attorney, John Pearce and Clerk-Treasurer. Invocation was given by Mr. Walker followed by the Pledge of Allegiance. Mayor Reiman presented the Council members and Clerk-Treasurer with lapel pins which are "keys to the City". Mrs. Kerr made a motion to approve the minutes of the Council meeting Jan. 19th. Motion seconded by Mrs. McMullen and passed unanimously. OLD BUSINESS Ordinance d-288 - Additional Appropriation - Mr. Garretson made a motion to table this item. Motion seconded by Mr. Johnson and passed unanimously. The Clerk-Treasurer stated Mr. Walker and Mr. Johnson had agreed to accompany Chief Lowe and herself to check out computer systems. Ordinance Z-169 - Ordinance to amend Sign Ordinance - Mr. Johnson stated this was an interim ordinance to clear up everyday problems until the entire sign ordinance has been reviewed. Mr. Garretson made a call for the question. Vote was taken on Ordinance Z-169 which passed unanimously. Ordinance C-72 - Annexation of Woodfield Acres - Mayor Reiman referred to a letter received from the County highway superintendent regarding the repair of Gray Road requested by Mr. Walker. Mr. Garretson made a call for the question. Vote was taken on Ordinance C-72 which passed unanimously. Ordinance C-277 - Handicapped Parking Ordinance - The Chanber of Commerce had contacted the Mayor's office stating that their members did not object ot enforcement of handicapped parking. Vote was taken on Ordinance D-277 which passed unanimously. NEW BUSINESS Ordinance D-289 - Amending Weight Limit on 126th St. - Mr. Garretson made a motion to introduce Ordinance D-289. Motion seconded by Mr. Johnson. Mayor Reiman read Ordinance D-289. Mr. Walker stated there also was a problem with traffic going east on 126th moving too fast an being obstructed from the view of those entering 126th Street from Auman Drive. He stated this was a problem needing a solution. Mr. Johnson stated the weight limit now extended form Rangeline Road to Kinzer and felt it should be extended all the way to Keystone Avenue before Construction on Rangeline started. Mr. Garretson made a motion to suspend the rulese and act upon Ordinance D-289 this eveing. Motion seconded by Mr. Johnson and passed unanimously. Mrs. Kerr asked if perhaps the police could be lenient at first since it was a new area and issue warnings at first. Mayor Reiman stated she felt the police would use good judgement in handling the offenders. Vote was taken on Ordinance D-289 which passed unanimously. Ordinance C-74 - Annexation of Fire Station #4 Property - Mr. Fleming made a motion to introduce Ordinance C-74 and suspend the readinq thereof. Motion seconded by Mr. Johnson. Ordinance C-74 was introduced. City Council Feb. 2, 1981 Page Two Hamilton County Kennel Bill - Mayor Reiman stated the bill for the 1981 kennel service had been received and showed a balance due of $4786.60 which was $1156.60 in excess of funds bud~eted for this item. Mayor Reiman stated she had called the Noblesville Clerk-Treasurer and found that most governmental entities had not increased their budaets and had not been notified that there would be an increase at budget time. It was the consensus of the Council to pay the full amount budgeted and if asked for more, address payment of anything more at that time. Mayor Reiman distributed copies of the annual "State of the City Report". Other Business Mayor Reiman stated the Board of Public Works had purchased a Cannon copier. Mr. Garretson stated he thought the Council had provided for the purchase of a copy machine in the fire and utility budgets also. Mayor Reiman will check. Announcements Mayor Reiman announced that Carmel's Jr. Miss, Kristen Calhoun, had been named 1st Runner-Up for State Jr. Miss. Mayor Reiman announced that a Mayor's Prayer Breakfast would be held Feb. 5th at Carmel Friends Church at 7:00 A.M. Mr. Walker announced there would be a meeting March 5th, 7:30 P.M. at Carmel Jr. High dealing with drug and substance abuse with the format to be the start of a Families in Action Group. Mr. Garretson announced that a TCI representative will be workinq with the Hamilton Gable TV committee. Mavor Reiman reminded everyone that the outstandinq citizens dinner will be held at Clay Jr. High at 6:30 P.M. on March 3 and will honor Mark Herrmann, Bart Burrell, Gov. Bowen and Bobby Leonard.
