In order to minimize the right of way impacts to several parcels surrounding the intersection,the center of the roundabout is being shifted to the northeast corner, as well. The attached manhour justifications include the cost of getting additional survey for the revised schematics, design, and the review and documentation of all the environmental impacts as a total take is involved and one of the corners include a historic district. A summary of our proposed fees are as follows: USI Additional Survey $ 6,800.00 A&F Revised Roundabout Design $48,880.00 RQAW Environmental Document $33,600.00 Total $89,280.00 We appreciate the opportunity to continue to work with the City of Carmel on this and other projects. It is assumed new permanent and/or temporary right-of-way will meet or exceed 0.5 acre. The project was previously scoped as a Categorical Exclusion Level 2 (CE-2); however, one business relocation is anticipated which elevates the CE Level to a CE-3. Additionally,the project was previously assumed to contain no historic properties;however,the College Crest neighborhood southwest of the project is likely historic which increases the Section 106 process to a full historic property report and elevates the Section 106 effect finding. Scope of Work—The scope of work for completing the CE-3 document and additional Section 106 services will include the tasks listed below. 1. Project Organization/Coordination — This task includes all file management, monthly project updates, internal meetings, coordination with the designer regarding project changes/updates, review of project budget and general project management activities for Section 106 and preparing the CE, including coordination with archaeologists. 2. Public Involvement Plan - This task includes coordination with the INDOT Project Manager via the project designer to document the level of public involvement required for this project. It is anticipated that a Legal Notice offering the public the opportunity to provide comments related to the project and/or request a public hearing will be published subsequent to the draft CE being released for public involvement. No formal public involvement plan will be required for this project. 3. Field Inspection —This task includes two field inspections of the proposed area by a historian to document any above-ground structures within the Area of Potential Effects (APE) and expanded APE. Additional fieldwork will be conducted throughout the College Crest neighborhood and nearby neighborhoods to conduct comparative analysis. 4. Early Coordination (Update)--One Early coordination package (including letters, Red Flag Investigation maps, photographs and project plans)will be developed and sent to resource agencies per INDOT's latest Early Coordination guidance. 5. Additionally, this task includes updating the APE with additional documentation and coordination due to the change and shift of the roundabout design and location. 7. 800.11(e) Documentation"No Adverse Effect" Finding—This task includes additional services for consultation and preparing the 800.11(e)documentation for a "No Adverse Effect" Finding.The previous scope assumed no historic properties; however, the College Crest neighborhood is likely historic. Additionally, this task includes updating the Effects Report per INDOT-Cultural Resources Office new template and guidance. 8. Meetings—This task includes preparation for and attendance at one additional meeting. 9. Categorical Exclusion Level 3(CE-3)—This task includes the preparation of one CE-3 document, review and approval from INDOT, and distribution of the CE-3 and associated attachments. Preparation of this document will follow the new 2021 INDOT CE Manual (April 2021).This project is scoped as CE-3 due to the relocation of one business.
