CITY COUNCIL MEETING
OCTOBER 18, 1982
The meeting of the City Council was called to order by Mayor Jane
Reiman at 7:30 P.M. on October 18, 1982. Council Members Shepherd,
Kerr, Walker, Garretson, Fleming and Johnson were present. Also present
was City Attorney, Dave Coots and the Clerk-Treasurer Dottie Hancock.
Mrs. Kerr made a motion to approve the minutes of October 4. Motion
seconded by Mr. Shepherd and passed unanimously.
New Business
Ordinance Z-187 - Regulations Governing Manufactured Housing - Mr.
Johnson made a motion to introduce Ordinance Z-187 and dispense with
the reading of same. Motion seconded by Mr. Walker. Mr. Kiphart
explained the ordinance came to the Council from the Plan Commission
and was precipated by the change in state statutes addressing
manufactured housing. Discussion ensued with the Council withholding
vote until next meeting.
Ordinance Z-188 - Establishing B-8 Business Zone District - Mr. Kiphart
gave background on this ordinance and asked that this item be tabled in
order for the Plan Commission to do further work on the ordinance.
Mayor Reiman stated that it would be helpful if a short background
explaination could be sent with items from the Plan Commission. Mr.
Walker made a motion to table this item until next meeting. Motion
seconded by Mr. Johnson and passed unanimously.
Ordinance D-349 - Establishing Salaries for Elected Officia1s - Mr.
Garretson ma e a motion to introduce Ordinance D-349. Motion seconded
by Mr. Walker. Mr. Johnson made a motion to amend Ordinance D-349 to
strike paragraph three to end the paragraph after the sum $1200. Mrs.
Kerr seconded the motion. Discussion ensued and Mr. Garretson made a
motion to amend the amendment to change the sum of $1200 to $1650.
Motion seconded by Mrs. Kerr and passed 5-1, Mr. Johnson votin~ nay.
Vote was taken on Mr. Johnson's amendment which passed unanimously. Mr.
Garretson made a motion to suspend the rules and vote on Ordinance D-
349 tonight. Motion seconded by Mr. Johnson and passed unanimously.
Mrs.~Kerr stated she felt the raises for the Mayor and Clerk-Treasurer
should not be 5.3% when the city employees had not received a raise
that large. Mr. Garretson pointed out that there had not been a raise
for those officials last year and that city employees had been given an
8% increase last year. Vote was taken on Ordinance D-349 which passed
5-0-1, Mrs. Kerr abstaining.
Ordinance D-350 - Establishing Stipend for Members of Lay Committes -
Mr. Johnson made a motion to introduce Ordinance D-350. Motion was
seconded by Mr. Garretson. Mr. Johnson stated he was against the
stipend for committees other than Board of Works and felt the people
serving on these committees did not want the stipend. Mr. Garretson
stated he felt people when asked were put on spot and could write the
Clerk-Treasurer if they did not want the money. Mrs. Kerr stated she
felt this money should be put into granting a straight 5% raise for the
city employees. Following discussion, Mr. Garretson made a motion to
amend Ordinance D-350 to change paragraph 4 to read $1650 yearly and
strike the rest of sentence one and all of sentence two. Motion
seconded by Mr. Johnson and passed 5-1, Mr. Sherpherd voting nay. Vote
on Ordinance D-350 to be taken at next meeting. Mrs. Kerr asked Mr.
Coots to research legality of a memeber of City Council serving on the
Board of Works and bring results to next meeting.
Other Business
Mr. Garretson made a motion to add Mrs. Kerr's request to
the agenda

seconded by Mr. Johnson and passed unanimously. Mrs. Kerr
requested an update on the status of the sidewalk request and
suggested that perhaps a boardwalk type of walkway would be an
acceptable method. Mayor Reiman stated that the request for a
block grant for sidewalks had been rejected by the state and
that estimates of costs to study the possibilities and costs
for putting in a walkway from Harrowgate to Gray Road along
East Main Street. After the Board of Works gets estimates of
costs, the matter will be returned to the Council at the next
meeting to see if they want to expend the money.
Mr. Garretson inquired as to the status of the traffic problem
at the high school. Mayor Reiman reported that the school had
done some work on the parking lot and were waiting to see if
their change in traffic flow would aleviate the problem.
Mr. Garretson gave an update on the possible Cable TV sale and
asked Mr. Coots how a joint venture would effect the franchise
agreement with the City. Mayor Reiman stated that the concerned
parties were being cooperative with the City.
There being no further business to come before the meeting, the
same was duly adjourned at 8:30 P.M.
