HomeMy WebLinkAboutCC092082.WP5MINUTES OF THE CARMEL CITY COUNCIL MEETING SEPTEMBER 20, 1982 The meeting of the Carmel City Council was called to crder by Mayor Reiman at 7:35 P.M. on September 20, 1982. Council members Fleming, Garretson, McMullen, Kerr and Walker were present. Also present was City Attorney, Dave Coots and Clerk-Treasurer representative, Marilyn Martin. Invocation was given by Mrs. Kerr followed by the Pledge of Allegiance. Mrs. Kerr made a motion to approve the minutes of September 13, 1982. Billy Walker seconded and it was passed unanimously. At this time Dave Shepherd arrived at the meeting. EDC ORDINANCE D-336 Amendment - Klein, Bayley & Hoover - Jim Shanahan - It was stated that Jim Shanahan was out of town and was unable to be at the meeting. Mr. Garretson made a motion to introduce Ordinance D-336. Billy Walker seconded. Dave Kaplan, 5501 N. Delaware Street, Indianapolis, addressed the council regarding Ordinance D-335 stating that when these were sold to the Merrill Lynch ~ond Fund they put on a floor and a ceiling of interest rates. On page 4, Section 4, the change was from 70% ratio of prime to add 7% minimum and 25% maximum. Discussion ensued regarding the changes. Mrs. Kerr moved to suspend the rules and act on Ordinance D-336. Billy Walker seconded the motion. Vote was taken on Ordinance D- 336, which passed unanimously. EDC ORDINANCE D-335 Amendment - Kartes Video Communications, Inc. - Mr. Garretson moved t~ introduce Ordinance D-335 and to suspend the rules and act on it this evening. Billy Walker seconded the motion and passed unanimously. Mr. Coots stated this was sold at a different rate. Vote was taken on Ordinance D--335 which passed unanimously. Annexation Ordinance C-78 - Wood Acre Park - Dou~ Floyd - Mr. Garretson moved to introduce Annexatlon Ordinance C-78. Mrs. McMullen seconded. The rules were suspended regarding the reading of the ordinance. Doug Floyd addressed the council stating that this pelition is for the annexation of 6.013 acres on Main Street adjoining the Inn Gate Apartments. The plat has been submitted and approved by the Plan Commission subject to a petition to the Council for annexation. Discussion followed regarding procedure of annexing before getting approval for sewer and water. Mr. Floyd stated he had been given assurance that there was utility capacity by the Board of Works and to file for annexation prior to granting EDU figures. Mr. Garretson moved to suspend the rules and act on Ordinance C-78. Motion seconded by Mr.Shepherd and passed unanimously. Vote was taken on Ordinance C-78 which passed unanimously. Mr. Garretson made a motion to add an item to the agenda under New Business, Ordinance D-349. Motion seconded and passed unanimously. Ordinance D-349 - Amending Carmel City Code, Chapter 41 - Traffic - Wei ht Limits - Mrs. McMullen explained that this addressed the truck traffic Aon 106th Street. Item #8 is added to amend Carmel City Code Chapter 41. Discussion followed regarding weight limits. Mrs. Kerr moved that the rules be suspended and Ordinance D-349 be acted upon. Mrs. Mullen seconded the motion and it passed unanimously. Vote was taken on Ordinance D-349 which passed unanimously. ANNOUNCEMENTS Mayor's Committee on Property Development - Mayor Reiman asked Jim Garretson to address the council regarding Clty property usage. The property is located North and South of Gradle Drive consisting of 13.5 acres and property located at 106th Street and Gray Road consisting of 17 acres. The possibility of short term use of the land was discussed, such as winter or summer recreation, athletic events, picnics, etc. The Mayor and Mr. Garretson are in agreement on a committee of nine people. (See attached) This committee would study both the long term and short term uses of these parcels and submit their report to the Mayor no later than March 1983. Mr. Garretson related a conversation with the Dean of the College of Architechture of Ball State University inquiring as to their interest in assisting us. He asked for a description of the land for review, possibly landscaping would be a consideration. Mr. Garretson referred to page 2 showing an outline on organization of study and potential resources. Page 3 contains a list of the present city properties. Information regarding cost estimates and sources for funding would be needed on how much property the City could sell if and when the Government Complex becomes a reality. Mayor Reiman stated that there are probably uses that could be made out of that property if people knew it was available and it would be a function of the City to make the land available to the people for the right situations. Mr. Garretson asked the Mayor to have the Street Department mow the property prior to having the committee explore the property. There being no further business to come before the meeting, the same was duly adjourned at 8:10 P.M.
