SPECIAL MEETING OF
CITY COUNCIL
AUGUST 5, 1982
The special meeting of the City Council was called to order by Mayor
Reiman at 6:10 P.M. with Council members Walker, Johnson, Fleming,
Garretson, Kerr, McMullen and Shepherd present. Also present were City
Attorney, Dave Coots and Clerk-Treasurer, Dorothy J. Hancock.
The Council was in receipt of a proposal for an increase in police and
fire officers as per attached memo.
Mr. Garretson stated he felt the officer pay for the Chief's should
also be increased and made a motion to amend Ordinance D-338 and D-339
to increase the Chief's officer pay by $400 each, the Police Captain
by $400, the three assistant Fire Chief's by $400, the Police
Lieutenants by $200 and the Fire Captain's by $200. Motion seconded by
Mr. Fleming. Mr. Garretson made a motion to suspend the rules and act
on the amendments this evening. Motion seconded by Mr. Johnson and
passed unanimously. Vote was taken on amendments to Ordinances D-338
and D-339 which passed unanimously.
Mrs. Kerr stated she had done some research and refiguring on the
salary increases and felt a 5% across the board increase for all city
employees would be more equitable. Mrs. Kerr made a motion to amend
the salary ordinances by giving a straight 5% across the board
increase. Motion seconded by Mr. Johnson. Mr. Garretson stated he felt
theAsalaries were equitable as they stood and would not vote on the
matter until the Clerk-Treasurer had compiled figures.
The Clerk-Treasurer was asked to compile figures for a comparison at
the straight 5% increase for the regular meeting on August 16.
There being no further business to come before the meeting, the same
was duly adjourned at 6:55 P.M.

RE:Computation on Proposed Officer
Increases
The Chiefs suggested an increase in officer pay as follows:
1) $400 for police captain and assistant chief
2) $200 for police Lieutenant and fire Captain
The last time the officer pay was reviewed was approximately
twelve (12) years ago and the chief feels this area needs to
be addressed.
The increase would mean an overall increase of four (4)
positions at $400 and eight (8) positions at $200. This is a
total of $3200 in increases plus social security in an
amount of $215 which results in a total of $4500.
Both Chief Lowe and Chief Couts will be in attendance Monday
evening.
