In response to numerous public inquiries and concerns of the
Mayor and various Council members, the Carmel City Council and

Our legal counsel advises that no legal action can or should be
taken in regard to Mr. Shepherd and his relationship as an
official member of the Carmel City Council. We as a Council do
not condone any problems which have arisen in regard to any
newspaper interviews and/or and jury investigation. To the best
of our knowledge Mr. Shepherd has always acted in the best
interest of the citizens of Carmel in the discharge of his
