CITY COUNCIL MEETING
MARCH 1, 1982
The meeting of the City Council was called to order by Mayor Reiman at
7:30 P.M. on March 1, 1982. Council members Kerr, Shepherd, Walker,
Garretson, McMullen and Fleming were present. Also present was City
Attorney Dave Coots and Clerk-Treasurer.
Presentation of Jaycee Awards - Sandy Wanamaker presented the Carmel
Jaycee Women's Distinguished Service Award to Carmel Senior, Dawn
Hughes. Scott Thompson presented the Jaycee Distinguished Service Award
for Distir,guished Athlate to Carmel Senior, Martha Foyer and the
Jaycee Distinguished Service Award for Distinguished Government Student
to Carmel Senior, John Holmes. MArk Simonetto presented the Jaycee Dis-
tinguished Service Award for outstanding City Employee to Dick
Whittaker and the Jaycee Distinguished Service Award for outstanding
Community Service to Warren Helm.
Mr. Johnson read the first Carmel Turkey Award to the Hamilton County
Highway Department. (attached)
Mr. Garnetson suggested that for the purposes of clarification the
minutes of February 15, 1982 should identify Mr. LaMar as City Building
Inspector and Mr. Breeden as a representative from H.E.L.P Mr.
Garretson then made a motion to approve the minutes as changed. The
motion was seconded by Mr. Walker and passed unanimously.
OLD BUSINESS
Ordinance D-324 Amendment to Amusement Device License. Mrs. McMullen
made a motion to introduce Ordinance D-324. Motion was seconded by
Mrs. Kerr and the Ordinance was read by Mayor Reiman. Discussion
ensued raising the questions on the fee, curfew and clarification of
number of machines. Mrs. Kerr made a motion to table this Ordinance
until next meeting when there would be a break down of costs from Chief
Lowe. Motion seconded by Mr. Shepherd. The City Attorney was
requested to also check the language on the curfew and number machines.
A vote was taken on the motion to table which passed unanimously.
Public Hearing - Additional Appropriation for Snow Removal. Mayor
Reiman opened the meeting for public hearing on the additional
appropriation for snow removal. There being no comment from the public,
the public hearing was closed. Mr. Garretson made a motion to adopt
Ordinance D-321. Motion seconded by Mr. Walker and passed unanimously.
NEW BUSINESS
Ordinance D-323 Traffic Siqnal Ordinance. Mr. Johnson made a motion to
introduce Ordinance D-323 an Ordinance amending Carmel City Code,
Chapter 41, providing the establishment and enforcement of an automatic
traffic signal. Motion seconded by Mr. Shepherd. Mr. Johnson reported
on the activity which has led to this Ordinance, and stated that the
installation would be of no cost to the city. Mr. Garretson made a
motion to suspend the rules and act on Ordinance D-323 this evening.
Motion seconded by Mr- Walker and passed unanimously. Vote was taken

on Ordinance D-323 which passed unanimously.
Discussion of City Councilmanic Districts - Mrs. McMullen reminded
members of the CounciAl they were charged with the responsibility of
redrawing ward boundaries this year. Mr. Garretson suggested that it
might be well to wait until the first part of May when registration is
up to date. Mr. Garretson also suggested that he and Mr. Shepherd
should serve as the committee since they were elected at large and had
no vested interest. There were no objections and Mr. Garretson and Mr.
Shepherd will work on the redistricting.
New Subdivision Street Lights - Mayor Reiman stated that the cost to
the city for electricity for street lights was increasing and it might
be wise to establish a policy on street lighting. She asked for
volunteers to serve on a committee to research street lights and cost
alternatives. Mr. Johnson and Mr. Walker agreed to serve on the
committee.
State of the City. Mayor Reiman stated that she sent a copy of the
State of the City to the members of the Council and would not read
same.
Ordinance Amending Salary Ordinance D-322. Mr. Garretson made a motion
to introduce Ordinance D-325 and waive the reading. Motion was seconded
by Mr. Walker. Mr. Shepherd made a motion to suspend the rules and act
on Ordinance D-325 this evening. Motion was seconded by Mr. Garretson
and failed 6-1, Mrs. Kerr voting nay. Mrs. Kerr stated she wished the
record to reflect that her nay was due to the absence of a job
description which was promised to her by Mr. Guntz from McCullough &
Associates. Mr. Garretson made a motion to amend Ordinance D-325 to add
"This Ordinance shall repeal Ordinance D-322". Motion was seconded by
Mrs. McMullen and passed unanimously.
Other Business. Mr. Garretson called attention to his memorandum
regarding a meeting with the Clay Township Advisory Board regarding
revenue sharing (attached). Mr. Walker stated he was charging the
parents of the community with being responsible for their children and
felt some of the attitudes of members of the Council had changed since
last meeting. Mr. Walker stated that he did not have anything against
amusement devices, merely the clientele they attract and felt
regulations should be strict.
There being no further business to come before the meeting, the same
was duly adjourned at 9:10 P.M.

the Mayor of the City of Carmel from time to time
presents
awards to individuals or groups recognizing
their contributions
to the health, happiness and welfare of the
citizens of Carmel and
I, not to be outdone by the Mayor, wish to
recognize certain individuals, citizens, groups,
agencies and whatever for acts demonstrating their
contributions to the miseries of the citizens of this
community, do establish what shall be known hereafter
as the "Carmel Turkey Award" and WHEREAS
the Hamilton County Highway Department has
demonstrated to the citizens of the City of Carmel
that no amount of pressure from such citizens or
their Mayor or their County Commissioner will deter
the Department from its appointed task of providing
the most deplorable snow clearance and salting
operation contrived in the State of Indiana, and
WHEREAS
the operations on 106th and 116th Streets
West of the city boundaries allowed our citizens to
test their driving skills, nervous systems and
insurance company response tLme to the fullest extent
and therein represented only in part the departments
magnanim~us abilities to provide us with impassable
roads outside the city. Therefore, be it proclaimed
to the citizens of the City of Carmel that I, Ted
Johnson, award to the Hamilton County Highway
Deparbment the First Carmel Turkey Award for their
outstanding contribution to the misery of the
community.~
