CITY COuNCIL MEETING
FEBRUARY 15, 1982
The meeting of the City Council was called to order by Mayor
Reiman at 7:30 P.M. on Feb. 15. 1982. Council members Kerr,
Shepherd, Walker, Garretson, McMullen, and Fleming were present.
Also present was City Attorney, Dave Coots and Clerk-Treasurer.
Mr Garretson read Resolution 2-15-82-1 which commended city
employees who worked to clear the streets during the smow and ice,
and made a motion that it be introduced. The motion was seconded
by Mr Walker. Mr Garretson made a motion to adapt Resolution 2-15-
82-1. The motion was seconded by Mr. Walker and passed
unanimously. The Resolution commended, Phil Redick, Randy Strong,
Tom Shipley, Don Mahaney, Dave Valentine, Claude Coyle, Jim
Dougherty, Jim Haag, Jim Conaway, Gary Cox, Boone Clark, Dave
Pace, Bob Allen, Jim Martin, Tim Warner, Dale Riley.
Chief Lowe read a letter to Steve Bowen, from the employees of the
police department stating they were proud of him, and would hate
to see him go and wished him congratulations on being accepted to
the F.B.I. Mayor Reiman presented Steve with a book.
Mayor Reiman and the Council president, Billy Walker, presented
keys to the city to the five year employees. Those presented with
the keys were: Ken Slater, John Burger, and Fred Glaser, John
Etter, Bill Collins, Jim Bowen, Ed Wolfe, Jim Conaway, Jim
Callahan.
Mrs Kerr made a motion to approve the minutes of January 18, 1982.
The motion was seconded by Mrs. McMullen and passed unanimously.
NEW BUSINESS
Additional Appropriation for Snow Removal - Ordinance D-321 - Mr.
Walker made a motion to introduce Ordinance D-321. The motion was
seconded by Mr. Fleming. Mr. Walker explained that these were the
funds needed to pay independent contractors for help with the snow
removal, and to leave some money in a snow emergency fund in case
we needed it later this winter. Mr. Walker made a motion to
suspend the rules and act on Ordinance D-321 tonight. The motion
was seconded by Mrs Kerr and passed unanimously. A vote was taken
on Ordinance D-321 which passed uanimously.
JANUS DEVELOPMENTAL SERVICES REQUEST
Mr. David Kiely, Executive Director of the Janus Developmental
Services presented the council with information regarding their
services and proposed and expansion to their facility. Mr. Kiely
requested the council to contribute 12,500 from the revenue
sharing funds to go towards the facility expansion. Mr. Garretson
stated that he felt it was a worthy cause, but he did not feel the
share was divided equitably. Following the discussion, Mr.
Garretson requested that the mayor ask for a joint meeting of the
Township Advisory and Council to determine the respective shares
for both Janus and the Senior Citizens.
Changes on Amusement Device Licenses- Mr Ron Tice, owner of Jungle
Jims addressed the council concerning some of the problems
surrounding the arcades. Others present who provided input into
the discussion included:Chief Lowe; Mr Larry LaMar, City Building
inspector; Bruce Breeden, representative from HELP and Bill Clem,
Owner of Snoopy's Palace. Mr Walker presented suggestions for
ammending the existing ordinance as discussed by the committee.
Following discussion, the City Attorney was requested to prepare
an amendment to the amusement device ordinance to include 34.03

questions left unanswered, for the application to be processed.

The applicants must sign the form and attest all information is
accurate and true. License will be immediately revoked if any
information is found to be misrepresented. Once a license is revoked
the same cannot re-apply for a period of one year. 34.05B Amusement:
All amusement establishments must display and adhere to capacity as set
by the state fire marshall as per square footage of the area in which
the devices are housed. 34.05B The city reserves the right to check the
area at any time to check the number of devices are in accord with the
numbered listed m the Clerk-Treasurers office at City Hall. 34.05 A. No
one under the age of 16 may be in an amusement center after 9:30 P.M.
unless accompanied by a parent or guardian. Consider lighting? And
leave a space for the fees to be inserted.
The council asked chief Lowe to assemble costs for administering this
Ordinance. Chief Lowe suggested that the Council might want to set an
age for the manager of an arcade and/or the number of employees in
conjunction with the number of machines.
Ordinance D-322 Change in 1982 Salary Ordinance- Mr Garretson made a
motion to suspend the rules and act on Ordinance D-322 tonight. The
motion was seconded by Mr Shepherd which passed unanimously. A vote was
taken on Ordinance D-322 which passed unanimously.
Resolution 2-15-82-2 Establishinq the Salary of a First Class
Firefighter and Policeman - Mr Garretson made a motion to introduce
Resolution 2 15-82-2 and to waive the reading. The motion was seconded
by Mr Walker. Mr Walker made a motion to adopt Resolution 2-15-82-2,
the motion was seconded by Mr Shepherd and passed unanimously.
Carmel Drive Traffic Signal- This item was tabled until the next
meeting.
Other Business - Mr Garretson voiced his concern about the conditions of
the roads after this winter and stated that we might need all the money
we could get our hands on in order to make the necessary repairs this
summer.
There being no other business to come before the meeting, the same was
duly adjourned at 10:20 P. M.
