BOARD OF PUBLIC WORKS MEETING
JANUARY 4, 1982
The meeting of the Board of Public Works was called to order by
Mayor Reiman at 4:30 P.M. on Jan. 4, 1982. Board members Billy
Walker and Fred Swift were present, as was the Clerk-Treasurer.
Mr. Swift made a motion to approve the minutes of October 28,
November 9, 12, 18, 23 and December 14, 1981. Motion seconded by
Mr. Walker and passed unanimously.
Old Business
Bids, South Sewer Plant Expansion - Mayor Reiman recommended the
Board reject the bids for the south plant expansion due to their
being over the estimate. Mr. Swift made a motion to reject all
bids because the bid amounts were substantially in excess of the
amount in the grant application and asked that the consulting
engineers rebid the project due to the bids being substantially
over the estimate. Motion seconded by Mayor Reiman and passed
unanimously.
New Business
Bond for Jim Dougherty - Mayor Reiman stated that the State Board
of Accounts recommended that the utilities manager be bonded in
an amount of $40,000. Mr. Swift made a motion that Mr. Dougherty
take the necessary steps to get himself bonded in an amount of
$40,000. Motion seconded by Mr. Walker and passed unanimously.
Policy for Minimum Amount to be Capitalized for Utilities -
Utilities Manager, Jim Dougherty, stated the State Board of
Accounts suggested the Board set a policy for the minimum amount
of equipment purchased to be capitalized. Mr. Dougherty suggested
a figure of $200. After discussion, Mr. Walker made a motion to
establish a minimum of $200 for items to be capitalized. Motion
seconded by Mr. Swift and passed unanimously.
Bookkeeper for Utilities - Mayor Reiman stated she wanted the
position held by Mary Ann Sheeks to be moved to the utilities
office for better access of Jim Dougherty for four days a week
and remain in the Clerk-Treasurer's office for one day a week.
The Clerk-Treasurer read a statement (attached) stating the
position was hers by budget and salary ordinance and the Board
had no right to remove this position from her office. Mayor
Reiman stated the Board of Works was responsible for the
operation of the utilities and the employee should be moved.
Following discussion, Mr. Swift made a motion that the utilities
bookkeeper, whoever that may be, be given space in the utilities
office to be there four days a week, or let's say a utilities
bookkeeper be provided space in Jim Dougherty's office and be
authorized to work four days a week for the utilities under Mr.

Dougherty's supervision. Motion seconded by Mayor Reiman and
passed 2-1, Mr. Walker voting nay.
There being no further business to come before the meeting, the
same was duly adjourned at 5:05 P.M.
