COMMON COUNCIL
MEETING MINUTES
MONDAY, NOVEMBER 1, 2021 – 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Sue Finkam; Council Members: Laura Campbell, Kevin D. Rider, Adam Aasen, Tim
Hannon (joined the meeting via Microsoft Teams), Anthony Green, Miles Nelson, Jeff Worrell and
Deputy Clerk Jacob Quinn were present.
Councilor H. Bruce Kimball was not present.
Council President Finkam called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
The agenda was amended to move Presentation on the Bleeding Control Kit Program to Recognition of
Employees and Outstanding Citizens. The amended agenda was approved unanimously.
INVOCATION
Pastor Luther Brunette, Cornerstone Lutheran Church, delivered the Invocation
Councilor Aasen led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
Councilor President Finkam swore-in new Carmel Police officers
- Officer Aviana Ahlenius - Officer Angeline Parshall
- Officer Brian Davis - Officer Corey Powers
- Officer John Fike - Officer Sukhjeet Singh
- Officer Mason Hoke - Officer Isiah Sweat
Council recognized city employee veterans and thanked them for their service. Councilor Green read a
proclamation honoring city employees who are veterans or who are actively serving and proclaimed
November 1, 2021 as Employee Veteran Appreciation Day.
Chief Jon Alverson and Captian Andrew Young, Carmel Fire Department, presented on the Bleeding
Control Kit Program.
Councilor Aasen moved to add a proclamation for Hindu Heritage Month to the agenda. The motion was
approved unanimously. Councilor Aasen read the proclamation.

RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Jeff Swenson spoke in favor of Ordinance D-2606-21 as the parking issue around schools has become a
problem.
JR Sandadi introduced himself to Council and spoke about a Diwali Festival happening in Carmel.
Darcy Wade spoke in favor of Ordinance D-2606-21 and the impact the parking around schools in their
neighborhood has had on their lives.
Sue Maki spoke in favor of Ordinance D-2606-21 and explained how the parking ordinance for the area is
out-of-date.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
There were none.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Nelson seconded. There was no
Council discussion. Council President Finkam called for the vote. The motion was approved 8-0.

ACTION ON MAYORAL VETOES
There were none.
COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had not met.
Councilor Rider reported that the Land Use and Special Studies Committee had met and that the report
would be given when the item appears on the agenda.
OTHER REPORTS – (at the first meeting of the month specified below):
Henry Mestetsky, Redevelopment Director, gave the monthly Redevelopment Commission report.
The Carmel Cable & Telecommunications Commission report was in the Council packet.

OLD BUSINESS
Council President Finkam announced the Second Reading of Ordinance D-2601-21; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Ordinances D-2234-15 and D-2366-17 in
Connection with the Proscenium I Project. Councilor Rider announced that the item is returning from the
Land Use and Special Studies Committee with a positive 3-0 recommendation.
Council President Finkam announced the Second Reading of Ordinance D-2605-21; An Ordinance of
the Common Council of the City of Carmel, Indiana, Adding Section 3-48 to Chapter 3, Article 1,
Division II of the Carmel City Code. Item remains in the Finance, Utilities and Rules Committee.
PUBLIC HEARINGS
Council President Finkam announced the First Reading of Ordinance D-2604-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Appropriation of Funds
from the ARP Coronavirus Local Fiscal Recovery Fund (Fund #176). Councilor Worrell moved to
introduce the item into business. Councilor Rider seconded. Councilor Worrell presented the item to
Council. Council President Finkam opened the public hearing at 7:13 p.m.
Seeing no one who wished to address Council, Council President Finkam closed the public hearing at
7:13:10 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Nelson
seconded. There was no Council discussion. Council President Finkam called for the vote. The motion
was approved 8-0. Councilor Rider moved to approve Ordinance D-2604-21. Councilor Nelson seconded.
There was no Council discussion. Council President Finkam called for the vote. Ordinance D-2604-21
was approved 8-0.

NEW BUSINESS
Council President Finkam announced the First Reading of Ordinance D-2606-21; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 5, Sections 8-45 and 8-48
of the Carmel City Code. Councilor Worrell moved to introduce the item into business. Councilor Rider
seconded. Councilor Worrell presented the item to Council and made a presentation on the parking around
schools in Carmel. There was extensive Council discussion. Benjamin Legge, Assistant Corporation
Counsel, answered Council questions. Council President Finkam referred the item to the Finance, Utilities
and Rules Committee.
Council President Finkam announced Resolution CC-11-01-21-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Directing the Carmel Plan Commission to Prepare an Amendment
to the WestClay Village PUD District Ordinance. Councilor Nelson moved to introduce the item into
business. Councilor Rider seconded. Councilor Nelson introduced the item to Council. Council President
Finkam passed the gavel to Councilor Rider and addressed Council. There was extensive Council
discussion. Council President Finkam moved to approve Resolution CC-11-01-21-01. Councilor Nelson
seconded. There was no Council discussion. Councilor Rider called for the vote. Resolution CC-11-01-
21-01 was approved 8-0.
Council President Finkam regained the gavel.
