CITY COUNCIL MEETING
DECEMBER 19, 1983
The meeting of the City Council was called to order by Mayor Reiman
at 7:30 P.M. on Dec. 19, 1983 with Council members Johnson,
Fleming, McMullen, Walker and Kerr present. Also City Attorney, Lee
Lonzo and Clerk-Treasurer Dottie Hancock were present.
Invocation was given by Mr. Johnson followed by the Pledge of
Allegiance.
Mr. Walker made a motion to approve the minutes of December 5,
1983. Motion seconded by Mr. Johnson and passed unanimously.
New Business
Ordinance D-394 - EDC Bond Ordinance for Drs. Paramore and Nix -
Mr. Walker made a motion to introduce Ordinance D-394 and dispense
with reading of same. Motion seconded by Mrs. McMullen. Mr.
Wheeler, Attorney for Drs. Paramore and Nix stated that the address
of the project in Section 2 was erroneous. Mr. Johnson made a
motion to amend Ordinance D-394 to delete the words "adjacent to
the Company's existing offices at 1445 South Rangeline Road" and
insert in that place "at approximately 410 Gradle Drive". Motion
seconded by Mr. Walker and passed unanimously. Following
discussion, Mr. Johnson made a motion to sus pend the rules and act
on Ordinance D-394 this evening. Motion seconded by Mr. Fleming and
passed unanimously.
Vote was taken on Ordinance D-394 which passed unanimously. Mr.
Johnson made a motion to recommend to the EDC that their resolution
be amended to correct the address and that Ordinance D-394 was
passed contingent upon correction of the EDC resolution. Motion
seconded by Mr. Walker and passed unanimously.
Resolution 12-19-83-1, Transfer of Funds, City Court - Mrs.
McMullen made a motion to intro duce Resolution 12-19-83-1 and
dispense with the reading of same. Motion seconded by Mr. Walker.
Mayor Reiman and Chief Lowe explained that the transfer in a total
sum of $963.66 will be used for changes in the P.A. system. Vote
was taken on Resolution 12-19-83 1 which passed unanimously.
Resolution 12-19-83-2, Transfer of Funds, Police Dept. - Mrs.
McMullen made a motion to introduce Resolution 12-19-83-2 and
dispense with the reading of same. Motion seconded by Mr. Johnson.
Chief Lowe explained the money would be used for a backup generator
in case of power outage. Vote was taken on Resolution 12-19-83-2
which passed unanimously.
Ordinance D-395 - Water Utility Budget - Mr. Johnson made a motion
to introduce Ordinance D-395 and dispense with the reading of same.
Motion seconded by Mr. Fleming. Mr. Dougherty, Utilities Manager,
explained the difference in the 1983 budget and proposed 1984
budget. Mr. Walker made a motion to suspend the rules and act on
Ordinance D-395 this evening. Motion seconded by Mr. Fleming and
passed unanimously. Vote was taken on Ordinance D-395 which passed
unanimously.
Ordinance D-396 - Sewer Utility Budget - Mr. Johnson made a motion
to introduce Ordinance D-396 and dispense with the reading of same.
Motion seconded by Mrs. McMullen. Mr. Dougherty, Utilities Manager,
explained the difference in the 1983 budget and the proposed 1984
budget. Mr. Fleming made a motion to suspend the rules and act on
Ordinance D-396 this evening. Motion seconded by Mr. Walker and
passed unanimously. Vote was taken on Ordinance D-396 which passed
unanimously.
Mayor Reiman thanked Mrs. Kerr and Mr. Walker for their service on
the Council for the last four years.
There being no further business to come before the meeting, the
same was duly adjourned at 8:25 P.M.
