CITY COUNCIL MEETING
NOVEMBER 21, 1983
The meeting of the City Council was called to order by Mayor Reiman
at 7:30 P.M. on Nov. 21, 1983, with Council members Johnson,
Fleming, Garretson, McMullen, Kerr and Shepherd present. Also
present was City Attorney, Lee Lonzo and Clerk-Treasurer Hancock.
Invocation was given by Mr. Johnson followed by the Pledge of
Allegiance.
Mr. Garretson made a motion to approve the minutes of November 7,
1983 and the memorandum of Executive Session for November 7, 1983.
Motion seconded by Mr. Johnson and passed 4-0-2, Kerr and Shepherd
abstaining due to their being absent.
Old Business
Public Hearing - Ordinance D-392 - Additional Appropriation
Cumulative Capital Improvement Fund - Mr. Johnson made a motion to
introduce Ordinance D-392 and suspend reading of same. Motion
seconded by Mrs. McMullen. Mayor Reiman explained to those present
that this was a request for $4,000.00 from the Cumulative Capital
Improvement Fund to be used for repairs to the roof at fire station
No. 1 and opened the meeting for public hearing. There being no
response from the public, the public hearing was closed. Mrs.
McMullen made a motion to suspend the rules and act on Ordinance D-
392 this evening. Motion seconded by Mr. Johnson and passed
unanimously. Vote was taken on Ordinance D-392 which passed
unanimously.
Ordinance D-376 - Elected Officials Salaries - Vote was taken on
Ordinance D-376 which had been introduced on July 11, 1983, and
thereafter published. Ordinance D-376 passed 5-1, Mr. Johnson
voting nay.
Mr. Walker arrived at this time.
New Business
Ordinance C-86 - Annexation of Blue Woods Creek, Parcel I - Mrs.
McMullen made a motion to introduce Ordinance C-86 and dispense
with the reading of same. Motion seconded by Mr. Johnson. Mayor
Reiman stated that Annexation Ordinance C-85 passed at last meeting
was for parcel two of Blue Woods Creek and that parcel two could
not be annexed until parcel 1 annexation was completed. Thereupon,
Mrs. McMullen made a motion to table introduction of Ordinance C-
86. Motion seconded by Mr. Johnson and passed unanimously. Mr.
Garretson made a motion to reconsider Ordinance C-85. Motion
seconded by Mrs. Kerr and passed unanimously. Mr. Garretson called
for the vote on Ordinance C-85 which failed 0-7. Mrs. Kerr made a
motion to remove introduction of Ordinance C-86 from the table.
Motion seconded by Mrs. McMullen and passed unanimously. Mrs.
McMullen made a motion to suspend the rules and act on Ordinance C-
86 this evening. Motion seconded by Mr. Fleming and passed
unanimously. Vote was taken on Ordinance C-86 which passed
unanimously.
Mrs. Kerr left at this time.
Ordinance C-87 - Annexation of Property on Southeast Corner of
116th St. and U.S. 31 - Mr. Johnson made a motion to introduce
Ordinance C-87 and dispense with the reading of same. Motion
seconded by Mr. Fleming. Mr. Rasmussen, owner of the property was
present and asked advantages of being annexed. Mr. Johnson made a
motion to suspend the rules and act on Ordinance C-87 this evening.
Motion seconded by Mr. Walker and passed unanimously. Vote was
taken on Ordinance C-87 which passed 5-0-1, Mr. Shepherd abstaining
as he is a tenant in the building on that property.
Other Business - Mrs. McMullen made a motion to add Ordinance D-
393, EDC Ordinance for Beverly Enterprises to the agenda. Motion
seconded by Mr. Garretson and passed unanimously. Mr. Fleming made
a motion to introduce Ordinance D-393 and dispense with reading of
same. Motion seconded by Mr. Johnson. Ordinance D-393, Ordinance
for sale of EDC bonds for Beverly Enterprises is shown as
introduced.
There being no further business to come before the meeting, the
same was duly adjourned at 8:00 P.M.
