PROJECT INTRODUCTION
The Existing Natatorium at Carmel High School was constructed in the 1996 project. Since
then, limited finishes and maintenance work have been accomplished. Enrollment at that
time was 2785 students.
Today, the enrollment at CHS is peaking at 5400 students. Swimming programs have grown
dramatically over that period of time. During the same interval, Carmel lost access to a
second 50 meter pool facility with the decommissioning of the aging outdoor pool at the
Carmel Middle Campus.
The result is the existing Carmel High School Natatorium cannot meet the needs of current
and future PE classes, learn to swim, competitive swimming, community access and other
programs that can be served by this type of facility.
This project is designed to meet those needs by providing an addition that includes a 50M
Pool, separate diving well, therapy pool, spectator seating and support facilities. The addition
is designed in a way that blends with the existing Carmel High School architectural aesthetic.
Campus access and circulation by vehicles, bikes and pedestrians has been maintained and
improved in several instances. Previously completed projects have replaced most of the
parking that will be displaced by the addition.
Overall, the project design will while have little or no impact on adjoining properties

Explanation for Variances Sought under Docket Nos . Noted Below:
1. PZ-2021-00238 Special Use Variance Amendment
UDO Sections 2.09 and 9.09: the Natatorium Addition Project along with the
previously approved Performing Arts Project together total 118,693 square
feet which equals 11.84% of the existing building square footage and
exceeds the allowable 10% increase.
2. PZ-2021-00236 Development Standards Variance
UDO Section 2.10: The internal functions that are accommodated require clear
ceiling heights, resulting in an exterior building height at the highest point of 66
feet which exceeds the allowable 35 feet.
3. PZ-2021-00237 Development Standards Variance
UDO Section 5.30: 2,933 parking spaces are required; 2,445 are provided.
4. PZ-2021-00235 Development Standards Variance
UDO Section 5.39: Number of signs and three signs not facing a street Right of
Way.

STATEMENT OF SPECIAL USE AMENDMENT and DEVELOPMENT STANDARDS
VARIANCE REQUESTS
1. Docket No. PZ-2021-00235V
UDO Section 2.39.H – Total Number of Signs, (2) Additional Requested
The size and complexity of the campus requires additional signage to inform and
direct visitors to the locations for the programs that they are accessing. In the case of
the north end of campus, many students, staff, visitors and spectators will enter at the
improved and enlarged entrance 21. The west elevation of the addition provides an
appropriate location to honor Carmel High School programs through the use of
changeable sports graphics panels, while facing away from any adjoining properties.
2. Docket No. PZ-2021-00236V
UDO Section 2.10 – Maximum 35’ Building Height Allowed, 66’ Requested
Most if not all Carmel Clay Schools have received this variance request as the height
required to accommodate physical education and other large activities commonly
requires building heights exceeding 35’. Many existing space in Carmel High School
already exceed 35’, and the addition has been designed to be compatible I
architectural character while having limited impact on adjoining properties.
3. Docket No. PZ-2021-00237V
UDO Section 5.30 – 2,933 Parking Spaces Required, 2,445 Requested
The UDO requires parking spaces for a school at a ratio of 10 spaces per classroom
and 1 space per employee.
The number of classrooms is 174. This excludes labs and other extended
learning areas as the latter are supplemental to academic classrooms, are not
occupied at the same time as Classrooms.
Using these rations and counts, the number of required spaces is 17 x 10 plus 583
equals 2323 parking spaces required. This is 122 fewer parking spaces than is being
provided.
Other factors that substantiate 2323 as a satisfactory count:
1700 parking spaces are provided for students. The current number of student
parking permits issued is 1402. The maximum number of student parking permits
issued is 1687. With enrollment projected to level off or slightly decrease, the need
for additional permits is unlikely. The number of perm its issued entirely within the
purview of Carmel High School.
Of the 583 staff parking permits issued, 32 are issued to second or third shift staff
and have no impact on day to day parking needs.
4. Docket No. PZ-2021-00238SUA
UDO Sections 2.09 and 9.09 – Greater than 10% Special Use Amendment
The previously approved Performing Arts Center Addition is equivalent to 2.59 % of
the pre-existing square footage of Carmel High School. This project addition is
equivalent to 9.25% of the pre-existing square footage of Carmel High School with
the Performing Arts Center addition.
However, if they are considered together, the tow additions represent an increase of
12.08%.
Each of these additions and significantly distant from each other, bears no impact on
either, and satisfactorily addresses the immediate context of each.

UDO Section 2.10 – Maximum 35’ Building Height Allowed, 66’ Requested
The required functions can simply not be accommodated within the 35’ Allowable
Building Height and essentially negating the project entirely.
3. Docket No. PZ-2021-00237V
UDO Section 5.30 – 2,933 Parking Spaces Required, 2,445 Requested
Providing an additional 488 parking spaces on campus would require the elimination
of open green space and activity fields which serve both the high school and
community. The open areas are highly desirable attributes to adjoining properties and
critical to serving a comprehensive 9-12 high school experience. It is highly unlikely
that adding such a substantial hard surface area would not have some negative
impact on adjoining properties in terms aesthetics or storm drainage.
4. Docket No. PZ-2021-00238SUA
UDO Sections 2.09 and 9.09 – Greater than 10% Special Use Amendment
Without consideration of these projects as separate additions, it will not be possible
to provide a natatorium additional of a size that would accommodate all the functions
that include the needs of current and future PE classes, learn to swim, competitive
swimming, community access and other programs.
