BOARD OF PUBLIC WORKS MEETING
MAY 23, 1983
The meeting of the Board of Public Works was called to order by
Mayor Reiman at 4:30 P.M. on May 23, 1983. Board members Fred Swift
and Billy Walker were present. Also present was City Attorney, Dave
Coots and Clerk-Treasurer, Dottie Hancock.
Mr. Swift made a motion to approve the minutes of May 2, 1983.
Motion seconded by Mayor Reiman and passed unanimously.
Old Business
PSI Change of Streetlights - The Board was apprised that the
Council approved the change of 187 streetlights from mercury vapor
to sodium vapor. Mr. Swift made a motion that the City enter into
an agreement with Public Service Indiana to convert the
streetlights per letter to Mayor Reiman dated March 10, 1983.

unanimously.
New Business
Flanner & Buchanan Availability - The Board was in receipt of a
letter from CSO Architects for Flanner & Buchanan requesting water
and sewer availability and a letter from Mr. Welch, City Engineer,
recommending the approval of same. Mr. Walker made a motion to
approve 1.9 EDUs or maximum of 570 gallons per day of water and
sewer availability based on Mr. Welch's recommendation (attached).
Motion seconded by Mr. Swift and passed unanimously.
Recommendation to Council- Ordinance Regarding Meter Deposits Mr.
Dougherty brought a proposed ordinance before the Board to revise
the meter deposits. Mayor Reiman pointed out that this proposal was
a result of a recommendation from the State Board of Accounts field
examiners. The proposed ordinance would change the rate of deposit,
change the disconnect time and allow the utility to apply any
remaining deposit, after paying the final water bill, to the final
sewer bill. Mr. Walker made a motion to recommend approval of the
proposed ordinance to the Council. Motion seconded by Mr. Swift and
passed unanimously.
County Agreement - 106th Street - Mr. Richard Fisher appeared
before the Board to request the Board to enter into an agreement
with the county commissioners on upgrading of 106th Road from
Haverstick to Blue Creek. Mayor Reiman made note that the agreement
between Mr. Fisher and the Commissioners was dated in 1980 and that
it had been changed and initialed by Mr. Fisher and Mr. Hufford and
she would not accept that agreement. Follow ing discussion, Mr .
Swift made a motion that the Board authorize Mayor Reiman to talk
with the Commissioners regarding the improvement of 106th Road
between Haverstick Road and Gray Road in cooperation with the
landowners. Motion seconded by Mayor Reiman and passed unanimously.

Mr. Swift mentioned that the Council should be reminded that if the
City makes a 4-way stop after a study has been made and the
recommendation was that a 4 way should not be made at an
intersection, the City could be leaving themselves open for
problems. Mayor Reiman stated the proposed ordinance would be
brought before the Council at the June 6th meeting.
There being no further business to come before the meeting, the
same was duly adjorned at 5:05 P.M.

Public Service Indiana provides street lighting for 329 communities
throughout our 69 county service area. A study of our street lighting
systems reveals that we can provide our communities better illumination
and save energy by converting non-ornamental (overhead) incandescent
and mercury vapor street lighting systems to high pressure sodium vapor
(HPS). A total conversion of overhead street lighting inall 329 com-
munities will conserve over 21.3 million kilowatt-hours annually.
In order to systematically convert street lighting in our communities,
the Company has divided each of its 13 areas into 4 zones. Beginning
in AU9ust 1980, work began on the communities in Zone 1. The conver-
sion project will run through 1984 with the completion of Zone 4.
The Ci ty of Ca)"me 1 is i ncl uded in conversi on Zone 4. There are 187
mercury vapor fi xtures schedul ed to be converted in the next few months.
The present street lighting system in your community has a light
output of 3,932,200 lumens, consumes 263,304 kilowatt-hours annually, and
costs $2,836.43 per month, or $34,037.J6 per year. The new HPS system
will have a total light output of 4,119,200 lumens, will consume 192,244
kilowatt-hours annually, and costs $2,544.71 per-month or $30,536.62 per
year. The proposed conversion, therefore, will provide the City of
Carmel an increase of 187,000 lumens while reducing annual energy
consumption by 71,060 kilowatt-hours at a cost reduction of $291.72 per
month or $3,500.64 per year. Lightin9 levels in areas presently illumi-
nated with mercury vapor fixtures will remain about the same. The
attached rate- comparison s"hows a breakdown of the existing system and
the proposed system.
This conversion program is a part of the Company's effort to promote
energyl conservation. We sincerely hope that you accept the conversion
described above and the rates on the attached sheet. If yo~ are
agreeable to the conversion as described above, please sign all fiY~
copies of the acceptance statement and return three.

The Board of Public Works and Safety of the City of Carmell
Indiana has read and understands the attached letter dated
March 10, 1983 and hereby accepts the monthly rates as set out
in said rate comparison and hereby authorize Public Service
Indiana to proceed with converting the 187 existing street
lights to high pressure sodium vapor.
