HomeMy WebLinkAboutCCM-02-21-83 MINUTES OF THE CITY COUNCIL MEETING FEBRUARY 21, 1983 The meeting of the City Council was called to order by Mayor Reiman at 7:30 P.M. on Feb. 21, 1983. Council members Fleming, Garretson, McMullen, Johnson and Kerr were present. Also present was Clerk- Treasurer, Dottie Hancock. Mrs. Hancock suggested the minutes of February be changed to read "which was in error. " in the third line of Ordinance C-80 paragraph. Mrs. Kerr so moved. Motion seconded by Mrs. McMullen and passed unanimously. Mr. Garretson made a motion to approve the minutes as corrected. Motion seconded by Mrs. Kerr and passed unanimously. Old Business Ordinance D-362 - Home Rule - Mrs. Kerr stated she had questions regarding the cites used in the ordinance and since Mr. Coots was not present, made a motion to table Ordinance D-362. Motion seconded by Mr. Garretson who stated questions should be cleared so action could be taken at the next meeting. Vote was taken on the motion to table and passed unanimously. Information on Promotional Monies Re: 4TH of July Parade - The Clerk-Treasurer had prepared a statement showing possible sources of money in the event the Council wished to give money to the parade committee. Mrs. McMullen stated she was in favor of transferring money from the Council budget item of Cable TV to Promotion and give the committee $1200 from Council. The Mayor indicated she would give the committee $300 from her promotion fund. Mr. Bill Ensign, 1627 O'Bara Ct. suggested the committee raise the money in the community and that where he came from a request for $1.00 for community service was included in the first water bill of the year. Mr. Garretson stated that might be a possibility in the future. Following further discussion, Mrs. McMullen made a motion to transfer $1000 from Council budget item Cable TV to Council budget item, Promotion of City. Motion seconded by Mr. Garretson and passed 4-1, Mrs. Kerr voting nay stating she was not opposed to the parade, merely the expenditure of any money for same. Mr. Johnson stated he felt that because this the one holiday set aside for honoring our Independence and since all of the citizens are a part of this celebration, I see no legitimate reason for not using tax money to contribute to this celebration. New Business Revenue Sharing Fund Requests - H.E.L.P. and Hamilton County Senior Citizens - Mr. Johnson and Mrs. McMullen staled Help Educate Loving Parents were requesting a sum of $1000 to establish a telephone hot line which would be working with the police. Miss Minnie Doane presented a description of the services provided by Hamilton County Senior Citizens to the citizens of Carmel and stated that the Senior Citizens were requesting a sum of $3500. Following discussion, Mr. Garretson made a motion to instruct the Clerk- Treasurer lo advertise for an additional appropriation from Revenue Sharing in an amount of $4,500. Motion seconded by Mr. Johnson and passed unanimously. Mr. Garretson stated that he felt those organizations which receive money from the City should be required to furnish an annual audit report to the Council and Clerk- Treasurer. Range Line Road - Speed Limit Study - The Council was in receipt of a report from the police department regarding the speed limit on Rangeline Road. The study done by the police department showed justification of an increase to 35mph but Chief Lowe recommended the speed limit be kept at 30mph. Following discussion, Mr. Garretson made a motion to introduce Ordinance D-366 with a speed limit of 35mph and suspension of reading. Motion seconded by Mr. Johnson. Mr. Garretson made a motion to table Ordinance D-366. Motion seconded by Mrs. Kerr and passed unanimously. Other Business Mr. Garretson volunteered to work on a Council committee to review contributions to volunteer organization feeling the Council should have guidelines regarding contri butions. Mr. Fleming and Mr. Johnson also agreed to serve on the committee. There being no further business to come before the meeting, the same was duly adjourned at 8:40 P.M. APPROVED: ATTEST:
