CITY COUNCIL MEETING
OCTOBER l, 1984
The meeting of the City Council was called to order by Mayor Reiman
at 7:00 P.M. on Oct. 1, 1984 with Council members Solaro, McMullen,
Doane, Johnson, Fleming and Badger present. Also present was City
Attorney Byers and Clerk-Treasurer Hancock.
Miss Doane gave the invocation followed by the Pledge of
Allegiance.
Mr. Solaro made a motion to approve the minutes of Aug. 13 and
Sept. 17th as submitted. Motion seconded by Mrs. McMullen and
passed unanimously.
Mr. Phil Ashcraft from AAA presented the AAA Pedestrian Safety
Award to Chief Lowe and the City of Carmel for four years without a
pedestrian fatality.
Old Business
Main Street Widening - Discussion - Mr. Bill Weidelman from HNTB
appeared before the Council with drawings of the proposed and 4
lane widening of Main Street. Marge Stevens, 704 East Main, stated
she felt a four-lane improvement would allow traffic to move more
rapidly and turn the street into a speedway. Mr. Whitsitt, 350 2nd
Ave. NE, stated he felt the plans as presented were not specific
enough. Beverly Robinson, Main Street, stated she felt the hump
just east of Beechmont was very dangerous and should be removed.
Mr. J. Fred Murphy, 721 E. Main, stated the proposals of improved
lighting, improved drainage and removal of I the hump would be vast
improvements for the area. Following discussion, Mr. Badger made 7
a motion to approve the proposed Main Street improvement wherein
the Street is 4 lane off Keystone as it is now, going to three
lanes to the school and then to four lanes to 4th St. Motion
seconded by Mrs. McMullen and passed unanimously.
Ordinance D-418 - EDC Bond Issue - Carmel Self Storage - Mr. Dave
Coots appeared before the Council and requested passage of the
Ordinance. Following discussion, Mr. Johnson made a motion to
suspend the rules and act on Ordinance D-418 this evening. Motion
seconded by Mr. Fleming and passed unanimously. Vote taken on
Ordinance D-418 and passed 5-0-1, Mr. Solaro abstaining.
New Business
Ordinance C-98, Annexation for Creekside - Mrs. McMullen made a
motion to introduce Ordinance C-98 and dispense with reading of
same. Motion seconded by Miss Doane. Mr. Jim Nelson, attorney for
the Diddle family owners of property at Creekside, appeared before
the Council and requested annexation of Creekside. Mr. Badger made
a motion to suspend the rules and act on Ordinance C-98 this
evening. Motion seconded by Mr. Johnson and passed unanimously.
Vote was taken on Ordinance C-98 which passed unanimously.
Other Business - Mr. Johnson stated Mr. Welch had received a letter
from the State Highway stating they would not allow the City to put
up a "no turn on red" sign southbound on Keystone at Carmel Drive.
Mr. Johnson will contact the Highway Department and remind them
that was a reversal of a prior letter, and the City wants a "no
turn on red" sign at that point.
There being no further business to come before the meeting, the
same was duly adjourned at 8:22 P.M.
