CITY COUNCIL MEETING
MARCH 19, 1984
The meeting of the City Council was called to order by Mayor Reiman
at 7:00 P.M. on March 19, 1984. Council members McMullen, Doane,
Garretson, Fleming and Badger were present. Also present was City
Attorney Lonzo and Clerk-Treasurer Hancock.
Invocation was given by Miss Doane followed by the Pledge of
Allegiance.
Mr. Fleming made a motion to approve the minutes of March 5, 1984.
Motion seconded by Miss Doane and passed unanimously.
Old Business
Ordinance D-399 - Recodification - Mr. Garretson made a motion to
approve Ordinance D-399 Certification of Carmel City Code - 1983
Supplement. Motion seconded by Mr. Fleming and passed unanimously.
New Business
Request for Full-Time Dispatcher - Chief Lowe appeared before the
Council to request one full-time dispatcher's position be added to
the salary ordinance and eliminate 2 part-time dispatchers from the
ordinance. Chief Lowe explained there would be no need for
additional monies to fund this change. Mr . Garretson made a motion
to request the Clerk-Treasurer to prepare the necessary ordinance
amendment to delete 2 part-time dispatchers and add one full-time
dispatcher for the police department. Motion seconded by Mrs.
McMullen and passed unanimously.
Public Service/Indianapolis Power & Light - Exchange of Street
Lights - Mr. Charles Olhmen from IPALCO presented the Council with
a cost-comparison sheet and map of areas served by Public Service
and IPALCO as determined by the Public Service Commission. Mr.
Olhmen explained that there were a total of 81 street lights which
had been served by Public Service that will now be served by
Indianapolis Power and Light. The Council discussed the rate change
and Mayor Reiman stated that the changeover will cost the City
approximately $7000.00 more per year. Mr. Erik Spencer from Public
Service stated that the City had not been paying for anything but
the power on these lights and had, therefore not paid as much as
the City does for all other street lights. Mr. Bill Ensign, O'Bara
Court, stated he felt that the City was getting a bargain even at
$9.03 per light per month when the power companies maintained the
equipment.
There being no further business to come before the meeting, the
same was duly adjourned at 7:45 P.M.
