HomeMy WebLinkAboutCCM-09-16-85MINUTES OF THE CARMEL CITY COUNCIL MEETING SEPTEMBER 16, 1985 The meeting of the Carmel City Council was called to order by President Pro Tem Garretson on Sept. 16, 1985, at 7:00 P.M Council members present were Johnson, Fleming, Doane, Badger, McMullen and Miller. City Attorney representative Gordon Byers and Clerk-Treasurer representative Marilyn Martin were also present. Invocation was given by Miss Doane followed by the Pledge of Allegiance. Mrs. McMullen made a motion to approve the minutes of the August 26, 1985 meeting. Motion seconded by Mr. Miller and passed unanimously. Old Business Request for 2-Way Flasher Light - Smokey Row Rd. & Ironwood Dr. - Mr. Garretson read letters from Police Chief Lowe, Lt. Miller and City Engineer, Tom Welch regarding review of the intersection (see origninal minutes for letters attached). Mr. Garretson asked if the president of the Homeowners Assoc. was present. Mr. Bill Armstrong announced that he was the new president of the Association. Mr. Garretson asked for discussion by the Council. Following discussion, Mr. Garretson asked if anyone from the public would like to address the Council. Dave O'Brian, 715 Johnson Dr., questioned whether it was known what percentage of the vehicles going west bound did not stop at all. Also does the term "foliage" mean just the bushes. He thought that the trees should be eliminated completely. Another problem is that with the road widening to the right, as you are going west, the stop sign would be too far over for drivers to notice. The distraction of the swimming pool and the tennis courts causes the drivers going east o look to the opposite side from where the stop sign would be. Children living north of Smokey Row Road going to the swimming pool and tennis courts in the summer are endangered by vehicles not stopping at the intersection and would not like for an accident to happen to be able to get a flasher-light installed. Mr. Garretson answered that these situations are usually handled in phases, the first step being to install stop signs, before going to the expense of installing a flasher-light if indeed the stop signs would solve the problem. Bud Friedholdt, 698 Ironwood Dr., suggested maybe speed bumps or warning strips might be used. Mr. Johnson said speed lumps could not be used on public streets. He said he would look into "children at play" signs. Mr. Friedholdt noted that the study was made during morning and afternoon hours and that the evening hours had many vehicles that went through the intersection without stopping. He also noted that with the new development additions the traffic flow will be increasing at that intersection. Mr. Garretson asked that the record show a consensus with the Council that all recommendations made by the City Engineer and the Police Department should be implemented. Mr. Johnson stated that the record reflect that we have both on the east and westbound side "stop ahead" on the pavement and drainage on both sides of the road and at the east and west bound intersection a 36" stop sign be on both sides of the road. Mr. Johnson suggested contacting the Engineers office regarding whether rumble strips should be installed. Ordinance S-46, Reduction of Sewer Rates, Amending Sewer Rat e Ordinance S-40 - Mr. Garretson opened the public hearing for Ordinance S-46, Reduction of Sewer Rates. There being no one to speak, the public hearing was then closed. The Council opened for discussion. It was stated that the reduction would be about 10% on the average. The October bill will reflect the change. Mr. Badger made a motion to adopt Ordinance S-46, Reduction of Sewer Rates. Motion seconded by Mr. Johnson and passed unanimously. Announcements - Mr. Garretson called attention to the students from Lee Lonzo's law class at Carmel High School who were at the meeting. Mr. Johnson noted that because of the number of items coming on the agenda could Council meetings be scheduled to once a month instead of two times a month. Mr. Badger made a motion to cancel the first meeting in October, the 7th. Motion seconded by Mrs. McMullen and passed unanimously. The next meeting will be Oct. 21, 1985. There being no further business to come before the meeting, the same was duly adjourned at 7:50 P.M. APPROVED: ATTEST:
