SPECIAL MEETING OF THE
CARMEL CITY COUNCIL
SEPTEMBER 30, 1985
The special meeting of the Carmel City Council was called to order
by Mayor Reiman at 7:00 P.M. on September 30, 1985, with Council
members Badger, Fleming, Johnson, Doane, and Miller present. Also
present was City Attorney Andrews and Clerk-Treasurer Hancock.
Invocation was given by Miss Doane followed by the Pledge of
Allegiance.
Mr. Fleming made a motion to approve the minutes of September 16,
1985. Motion seconded by Mr. Johnson and passed unanimously.
Old Business
Indiana State Highway Dept.Report on Intersection of Carmel Drive
and Keystone Ave. - Mr. Johnson distributed a copy of a letter
received from Mr. Lucas of the State Highway Department (attached).
Mr. Johnson gave a history of the traffic flow problems and steps
taken to alleviate them. There will be a signal light installed at
the south bound corner of Keystone for right turns onto Carmel
Drive.
New Business
Comprehensive Plan - Submitted by Carmel Plan Commission - Mr.
Chuck Kiphart presented the Council with a history of the
development of the Comprehensive Plan for Carmel-Clay. Mr. Kiphart
explained the Comprehensive Plan, its purpose, use and elements.
Mr. Kiphart
reported the Plan Commission had approved the Comprehensive Plan on
September 24, 1985, and recommends its passage to the Council. Mr.
Kiphart stated there would be 2000 digests and 50 of the complete,
Comprehensive Plan printed as part of the contract. He suggested
that perhaps more of the complete plans should be printed. The cost
would be $44.00 per complete plan. The Council suggested that
perhaps 50 extras should be printed and a fee of $50 each should be
charged to anyone wishing a complete copy.
Ordinance D-454 - Comprehensive Plan Ordinance - Mr. Johnson made a
motion to introduce ordinance D-454, dispense with reading of same
and suspend the rules and act upon Ordinance D-454 this evening.
Motion seconded by Miss Doane. Vote was taken on suspending the
rules and acting on Ordinance D-454. Motion passed unanimously.
Vote was taken on Ordinance D-454 which passed unanimously.
There being no further business to come before the meeting, the
same was duly adjourned at 7:50 P.M.
