CARMEL CITY COUNClL
December 1, 1986
The meeting on the Carmel City Council was called to order at 7:00
P.M. by Mayor Reiman. Council members Fleming, Garretson, Doane,
Miller, Badger and McMullen were present. Also present were City
Attorney, Steve Andrews, and Clerk-Treasurer representative Marilyn
Martin.
Mayor Reiman gave the invocation followed by the Pledge of
Allegiance.
Mr. Fleming moved the approval of the minutes of November 17 and
the Executive Sessions of November 17 and November 25, 1986.
Seconded by Miss Doane and passed unanimously.
Mr. Garretson read and moved introduction and approval of
resolutions recognizing the accomplishments of State Championships
of the following athletic teams of Carmel High School:
Resolution 12-1-86-1 - Division 5A State Football Champs. Seconded
by Mrs. McMullen.
Resolution 12-1-86-2 - Carmel High School Girls Swim Team. Seconded
by Mr. Miller.
Resolution 12-1-86-3 - Carmel High School Girl's Cross Country
Team. Seconded by Mr. Badger. All of the above resolutions passed
unanimously.
Mr. Miller gave a report on the condition on council member Ted
Johnson who suffered a heart attack.
ORDlNANCE C-103 - ANNEXATlON OF CARRlNGTON WOODS - Dave Coots. Mrs.
McMullen moved to introduce and dispense with the reading of
Ordinance C-103. Seconded by Mr. Miller. Passed unanimously.
Dave Coots explained about the area and where it was located.
Mr. Garretson moved to suspend the rules and act on Ordinance C-
103. Seconded by Miss Doane and passed unanimously.
Ordinance Z-213 - Proposed Rezone Carmel Science and Technology
Park Limited Partnership - Jim Nelson. Mr. Garretson moved to
introduce Ordinance Z-213. Seconded by Mrs. McMullen and passed
unanimously. Mr. Nelson, 3653 Brumley, representing applicants for
the Carmel Science and Technology Park, introduced Carter Jackson,
General Partner, Tom Edgerton and Chris White. The request is for
rezone of RPl to M-3, Parcels I and 2. Mr. Nelson presented an
aerial photo of the area showing location and explained boundaries,
plans, etc.
Mayor Reiman opened the Public Hearing at 7:25 P.M. There being no
response from the public the hearing was closed. After discussion
by council members Mrs. McMullen moved to suspend the rules and act
on Ordinance Z-213. Seconded by Mr. Garretson and passed
unanimously.
ORDINANCE C-104 - Annexation Carmel Science and Technology Park -
Jim Nelson Mr. Fleming moved to introduce Ordinance C-104. Seconded
by Mrs. McMullen. Mr. Garretson moved to suspend the rules and act
on the Ordinance C-104. Seconded by Miss Doane and passed
unanimously.
ORDlNANCE C-105 - Annexation Carmel Science and Technology Park -
Jim Nelson Mr. Garretson moved the introducion of Ordinance C-105
and to suspend the rules and act on the ordinance. Seconded by Mr.
Badger and passed unanimously.

RESOLUTlON 12-1-86-4 - City Court Transfer of Funds. Mr. Garretson
moved passage of Resolution 12-1-86-4. Seconded by Mr. Miller and
passed unanimously.
ORDlNANCE D-504 - Amending Ordinance D-376, Establishing Salaries
for Elected Officials . Mr. Badger moved to introduce Ordinance D-
504 and suspend the reading. This Ordinance will be acted upon at
the special meeting of the Council at 6:30 P.M. on Monday, December
22, 1986.
ORDlNANCE D-505 - Water Utility Budget
ORDlNANCE D-506 - Sewer Utility Budget - Jim Dougherty, Utilities
Manager, explained the breakdown of expenditures and 1987
projections.
Mr. Garretson suggested a possible fixed fund for sewer
depreciation and breakdown agewise of parts of the capital plant.
lt was suggested that Mr. Dougherty would research and come back to
the council at the first council meeting in March, 1986 with his
findings.
Mr. Badger moved to introduce Ordinance D-505 and Ordinance D-506
suspending the rules and acting on same. Seconded by Miss Doane and
passed unanimously.
ORDlNANCE D-507 - lndemnification. Mr. Badger explained why this
ordinance is needed and moved to introduce and waive the reading.
Seconded by Mr. Garretson. Discussion ensued after which Mr.
Garretson aslced that under Paragraph 3 the wording "Common
Council" be substituted in three places, where the words "Board
of Public Works and Safety" appear and the the words "he or she" be
substituted for "them" in line 8 of paragraph 3.
Mr. Badger moved to suspend the rules and act on the Ordinance D-
507 as amended. Seconded by Miss Doane and passed unanimously.
