HomeMy WebLinkAboutCCM-11-17-86 MINTUES OF THE CARMEL CITY COUNCIL November 17, 1986 The meeting of the Carmel City Council was called to order by Mayor Reiman at 7;00 P.M. on November 17, 1986, with Council members Garretson, Johnson, Fleming, Doane, McMullen, Miller and Badger present. Also present was City Attorney Andrews and Clerk-Treasurer Hancock. Invocation was given by Miss Doane followed by the Pledge of Allegiance. Carmel/Clay Park Committee Report - Marsha Parsons appeared before tlme Council and gave a status report on her attendance at the Hamilton County Park Board meetings. Mrs. Parsons also stated that the Carmel/Clay Park Committee will be meeting and planning future action. Ordinance Z-214 - Public Hearing Proposed Rezone for Pearson Ford - Mrs. McMullen made a motion to introduce Ordinance Z-214 and dispense with the reading of same. Motion seconded by Mr. Johnson. Attorney Dave Coots appeared on behalf of Pearson Ford and explained the proposed rezone. Mayor Reiman opened the meeting for public hearing. No one spoke to the rezone and the public hearing was closed. Mr. Garretson made a motion to suspend the rules and act on Ordinance Z-214 this evening. Motion seconded by Miss Doane and passed unanimously. Vote was taken on Ordinance Z-214 which passed unanimously. Council Resolution 11-17-86-1 - Resolution to Reduce the 1986 General Fund Budget - Mr. Fleming made a motion to introduce Resolution 11-17-86-1. Motion seconded by Mr. Miller. Mayor Reiman gave a brief explanation of the Resolution. Vote was taken on Resolution 11-17-86-1 which passed unanimously . Ordinance D-501 , Re g ardin g Sto p Si g ns at Carnnel Drive & 126th Street Mr . Garretson made a mot ion to introduce Ordinance D-501 and dispense with the reading of same. Motion seconded by Mrs . McMullen. Following dis cussion, Mr. Garretson nade a motion to suspend the rules and act on Ordinance D-501 thhis evening. Motion seconded by Mrs. McMullen and passed unanimously. Vote was t aken on Ordinance D-501 which passed unanimously. Ordinance D-502, Regardi ng Speed Limits - Mr . Johnson made a motion to introduce Ordinance D-502, dispense with the reading of same and suspend the rules and act on Ordinance D-502 this evening. Motion seconded by Mr. Garretson and passec unanimously. Following discussion, Miss Doane mad a motion to amend Ordincnce D-502 by deleting section (c). Motion seconded by Mr. Garretson and passed unanimously. Vote was taken on Ordinance D-502 as annended which passed unanimously. Ordinance D-503, Regarding Prohibition of Parking - Mr. Garretson made a motion to introduce Ordinance D-503, dispense with the reading of same and suspend the rules to act on Ordinance D-503 this evening. Motion seconded by Mr. Johnson and passed unanimously. Vote was taken on Ordinance D-503 which passed unanimously. Other Business Mr. Garretson distributed a report to the Council regarding Councilmanic districts. The memo reccommended no change prior to the 1987 elections. Mayor Reiman asked permission of the Council to print lOO more copies of the Comprehensive Plan and pay for same from Board of Works budget. It was the consensus of the Council to print the additional copies. Mayor Reiman distributed copies of the bus route. Mayor Reiman was in receipt of a letter from County Auditor, Polly Pearce stating the appointment of Vaughn Story to the County EDC would expire February 1, 1987. Mr. Eadger made a motion to appoint Mr. Vaughn Story to another term on the County EDC Board. Motion seconded by Miss Doane and passed unanimously. Mayor Reiman announced that the stop light at Guilford and Main would be changed from a flasher to stop signal on November l8th. She also stated that left turn arrows at Main and Rangeline would be installed and operational by November 26th. There being no further business to come before the meeting, the same was duly adjourned at 8:l5 P.M. APPROVED:
